Two alphabets, one name
Serbian is written in both Cyrillic and Latin and both are official, so a name appears as Ђорђевић on one document and Đorđević on another. The passport uses the Latin form and older civil records may be Cyrillic.
This is the commonest false alarm in a Serbian file. It is one name in one language in two alphabets, and we state the equivalence rather than leaving an office comparing two spellings.
The JMBG encodes birth and region
The JMBG is a thirteen-digit unique citizen number encoding the date of birth, the region of registration and sex, and it does not change with a name.
People registered under the former Yugoslavia carry a JMBG whose regional digits may point to a region now in another country. That records where they were registered and is not a defect.
The lična karta, and documents from the region
The Serbian identity card is a travel document for defined neighbouring countries. Serbia also issues documents through a dedicated coordination directorate to people from Kosovo, which produces a Serbian document recording a Kosovo place of birth.
We name the issuing authority exactly as printed, without commentary on status. What matters to the reader is which office issued the paper.
The international extract
Serbia issues civil status extracts on a domestic form and on the multilingual international form under the Vienna Convention, which prints headings in several languages and carries standard field numbers.
