The personal number, and the national register
Albanian identity documents carry a personal identification number issued from the national civil status register, and it does not change with a name. It appears on the passport and the identity card.
Albania moved civil status data into a national electronic register, so a modern certificate is printed from it with a barcode and verification data even where the underlying entry was written by hand decades earlier.
Kosovo, and documents from two states
Albanian is the language of Albania, of Kosovo and of a substantial population in North Macedonia, and each state issues its own passports and civil documents.
So an Albanian-language file may contain documents from three countries. We name the issuing state exactly rather than treating every Albanian-language document as Albanian.
Communist-era name policy
Albania under the communist regime restricted permissible given names and in places required replacement of religious names with approved ones, so an older Albanian may hold documents under an imposed name and a later one restoring the original.
That is why a change-of-name instrument is common in Albanian files, and it is not evidence of anything irregular. We translate the instrument as written.
ë and ç, and Gheg and Tosk
Albanian uses ë and ç and the machine-readable zone strips them — Përparim becomes PERPARIM. The printed page is where the name survives.
