The CNP encodes sex, century, date and county
A Romanian CNP is thirteen digits: the first indicates sex and century of birth, the next six the date, the next two the county of registration, then a serial and a check digit.
So the number states when and where the holder was registered and their registered sex on its face. It does not change with a name, and a change of registered sex does produce a new one because the first digit encodes it.
The buletin travels in the EU
The Romanian identity card — still widely called the buletin — is a travel document within the EU, and Romania has been rolling out an electronic version. A Romanian client may present a card rather than a passport.
The card prints the CNP and the address; the passport prints the CNP and no address. They are different documents and we name which you sent.
Citizenship restored, and Moldova
Romania restores citizenship to people whose ancestors lost it, and very large numbers of Moldovan citizens hold Romanian passports on that basis.
So a Romanian passport may belong to a resident of Chișinău whose other documents are Moldovan. That is dual nationality, and we name the issuing state of each document rather than treating every Romanian-language document as Romanian.
Diacritics, and the comma-below letters
Romanian uses ă, â, î, ș and ț, and older software substitutes cedilla forms for the comma-below ones. Both render the same letters and the machine-readable zone strips all of them.
