The Institutul Limbii Române, and the preparatory year
Romanian language certification for foreign students runs largely through the Institutul Limbii Române and through the universities that deliver the preparatory year (anul pregătitor) — a full academic year of Romanian required before entering a Romanian-taught programme.
So a Romanian language document in a student file is frequently a preparatory year completion certificate with a transcript rather than a standalone proficiency certificate. We name what the document is.

Romania hosts very large numbers of international students in medicine and dentistry, taught in Romanian, English and French. A student on the Romanian-taught track holds a preparatory year certificate; one on the English track may hold none at all.
