The PSA copy is the one that counts
A Philippine marriage is registered locally and then transmitted to the Philippine Statistics Authority, which issues the copy on security paper. USCIS no longer accepts marriage certificates issued by local civil registrar offices — the PSA copy is what counts. If what you hold is a local registrar copy, order the PSA copy before paying anyone to translate the one you have.

Church weddings and the civil record
Most Philippine marriages are solemnised in church, and the parish issues its own certificate. That church record is not the civil registration: the marriage must also be reported to the local civil registrar and transmitted to the PSA, and it is the PSA record an office will ask for.
Philippine documents are largely in English, with Tagalog or another regional language appearing in places — see our Tagalog page. Where a document is wholly in English an office may still require a certification; ask before ordering.
What USCIS requires
Under 8 CFR 103.2(b)(3), a foreign-language document must be accompanied by a complete English translation and the translator's certification that it is accurate. Every seal, stamp and marginal note is part of the document, so every one is translated.
