The cédula comes from the police

The Paraguayan cédula de identidad civil is issued by the national police identification department, not by a civil registry — which surprises foreign readers — while civil registration sits with the Ministry of Justice.

The number stays with the person across a change of name and appears on the passport, which is issued by the migration authority. Three bodies, and we name each on the document it issued.

Several card formats for one number

Paraguay has reissued the identity card in several formats over the years, so a file may hold two very different-looking documents carrying the same number.

Both are genuine. We describe each document as issued rather than presenting them as inconsistent.

Guaraní names, and the nasal marker

Paraguay is genuinely bilingual and Guaraní is spoken by most of the population. Guaraní given names and place names carry a nasal tilde or a y that changes the word when stripped.

Registry clerks have historically hispanicised indigenous names, so a passport and a family document may differ. We reproduce each spelling exactly.

Minors, and the two surnames

A Paraguayan minor travelling without both parents requires authorisation, a separate instrument from the passport that appears in family travel files.

Paraguayans carry paternal then maternal surnames and the passport prints both. The passport shows no parents; the birth certificate does, and older entries are handwritten in district books. See our Spanish page.
