Certificates drawn from the civil registry

Paraguayan births are registered by the Registro del Estado Civil, and what is issued is a certificate transcribed from the registry book, showing the act, folio and book that locate the entry. Older certificates are narrative transcriptions; newer ones follow a printed format.

Paraguay is officially bilingual in Spanish and Guaraní, and while civil records are issued in Spanish, place names and personal names of Guaraní origin appear throughout. They are reproduced exactly as spelled rather than adapted.

Annotations, and the second surname

Later events — a recognition of paternity, a correction, a marriage — are added as marginal annotations to the original entry, and a certificate issued today carries the annotations that existed when it was printed. A certificate from years ago will not have them; if anything has changed since, order a fresh one before translating.

Both surnames are translated in the order the document gives them. Paraguayan identity numbers appear on many documents and are reproduced digit for digit.

What USCIS requires

The requirement is the same for every country: under 8 CFR 103.2(b)(3), a foreign-language document must be accompanied by a complete English translation and the translator's certification that it is accurate. Every seal, stamp and marginal note on your birth certificate is part of the document, so every one is translated.
