The CIN, and the ONI
The Haitian CIN — the national identification card issued by the Office National d'Identification — carries the number that appears on the passport, and the ONI is the body that holds the identification record.
The passport is issued by the immigration directorate. The NIF is a separate tax number and appears on other documents. We reproduce each as labelled.
The Archives Nationales holds the birth record
A Haitian birth is declared to an officier d'état civil and the register is deposited with the Archives Nationales, which issues the certified extrait that foreign offices require. An officer's own copy is not the same document.
The passport shows no parents. The extrait does, and it is the document a US office will ask for in any family matter.
Acte de notoriété, for those never registered
A substantial proportion of Haitians were never registered at birth, and the lawful substitute is an acte de notoriété — a court-attested declaration by witnesses establishing the facts of birth — sometimes followed by a late registration.
A US reader unfamiliar with it treats it as an affidavit of convenience. It is a recognised instrument and we translate it as what it is.
French, Creole and the name spellings
Records are in French while daily life is in Haitian Creole, and a name pronounced in Creole may have been written down in French orthography or phonetically — Jean-Baptiste, Jean Batis, Janbatis for one person.
