Mexico issues these state by state
There is no single Mexican criminal record certificate. A constancia de no antecedentes penales is issued by the state where you lived, by that state's attorney general or prosecution service, and each state issues its own format on its own paper. A federal certificate covering federal offences is a separate document again.
So the practical question is not "how do I get my Mexican police record" but "which states do I need, and does this office want the federal one too". Someone who lived in three states may need three certificates. Ask before ordering.
What the translation preserves
Each certificate names the issuing authority, the period and scope it covers, and the statement of what was found — including the statement that nothing was found, which is the point of the document for most applicants. All of it is translated, along with the seals, the QR or verification code where present and the signature block.

What USCIS requires
The requirement is the same for every country: under 8 CFR 103.2(b)(3), a foreign-language document must be accompanied by a complete English translation and the translator's certification that it is accurate. Every seal, stamp and marginal note on your police record is part of the document, so every one is translated.
