The SRE issues it, and the CURP is on it
Mexican passports are issued by the Secretaría de Relaciones Exteriores, including through consulates in the United States, and the biodata page carries the CURP — the unique population registry code derived from the name, date and place of birth and sex.
The CURP is the strongest cross-check in a Mexican packet because it encodes the birth data on its face. We reproduce it exactly, including the check characters.
Two surnames, and how the passport prints them
The passport prints apellidos as a single field containing both the paternal and maternal surnames, and nombre(s) separately. A US system reading the last word as the family name reads the mother's surname.
We keep both and make the order explicit. Where a US record has hyphenated or dropped one, that is a rendering difference rather than a different person, and the translation should say so.
The acta is what proves the relationship
A Mexican passport does not show parents' names, so for any family relationship the acta de nacimiento is the document that carries it — and any change of name lives as a marginal annotation on the acta rather than on the passport.

The matrícula consular, which is not a passport
Mexican consulates issue the matrícula consular de alta seguridad, an identity document for nationals abroad accepted by some US banks and local authorities. It is not a passport and confers no travel entitlement.
