Licence, master and doctorate
Since the LMD reform, Mauritanian universities award the licence after three years, then the master and the doctorate. The diploma names the university, the faculty, the field and the date. Diplomas from before the reform may carry older degree titles, and they are translated under the title they bear.
Degree titles are translated literally with the original in brackets, so a licence stays a licence rather than becoming a bachelor's degree. Deciding the US equivalent is for the evaluator; see credential evaluation.
Which university, in which language
The Université de Nouakchott Al Aasriya was created in 2016 by merging the University of Nouakchott with the University of Science, Technology and Medicine, so diplomas from before 2016 carry the earlier names. Mauritanians also study at Islamic institutions, institutes and universities abroad; we translate the diploma whatever its source.

What USCIS requires
Under 8 CFR 103.2(b)(3), a foreign-language document must be accompanied by a complete English translation and the translator's certification that it is accurate. Every seal, stamp and marginal note is part of the document, so every one is translated.
