CTU and CTP are not the same witness

The CTU — consulente tecnico d'ufficio — is appointed by the judge from the register held at the tribunale, sworn before the court, and answers the questions the judge formulates. The CTP — consulente tecnico di parte — is retained by a party to attend the CTU's operations and file observations.

A US reader handed both sees two expert reports and weighs them against each other. That is wrong: the CTU is the court's expert and the CTP is a party's technical representative, and their reports have entirely different standing. We name which is which on the first line.

The quesiti, and the operations

The report opens with the quesiti — the questions the judge put — and records the operazioni peritali: the dates, who attended, what was examined, and the CTPs' observations with the CTU's replies to each.

Those sections are what a court reads when weighing the conclusion, and a translation that skips to the conclusions has removed the reasoning. We translate the whole sequence, including the observations and replies.

The albo, and the oath

CTUs are drawn from the albo dei consulenti tecnici kept at each tribunale, divided into categories, and the report states the expert's registration and the decree appointing them. The expert is sworn with a formula recorded in the file.

Those elements establish the report's standing and we translate them rather than describing the page as signed. The professional order's registration number appears too and is reproduced exactly.

Perizia in criminal proceedings

In criminal proceedings the equivalent is a perizia by a perito appointed by the judge, with the parties entitled to appoint consulenti tecnici. Medico-legal reports for personal injury use standardised Italian impairment tables and cite them.
