Paternity testing is approached with unusual caution
Israeli courts treat paternity testing in cases involving a married woman with great care, because a finding that a child was fathered by a man other than the husband carries serious consequences under Jewish religious law for the child's marital status.
The Attorney General's involvement is required before such testing in defined cases. So an Israeli file may show a paternity question that was deliberately not resolved by testing, and that is the system rather than an omission.
Where paternity is recorded
Parentage is recorded in the population registry, and a father may be added by declaration where the mother is unmarried, or by a family court decision.
The tamtzit rishum — the population registry extract — is what evidences the relationship, and it is more informative than the identity card. Applicants routinely send only the card.
The religious courts, and the civil ones
Personal status matters fall to the religious courts, while the civil family court handles maintenance and custody and may determine parentage for civil purposes.
So a file may contain a civil determination and a religious record that do not say the same thing. We name the court and translate each as it stands.
The teudat zehut, and the Hebrew calendar
Every person on the record carries a teudat zehut number, nine digits with a check digit, which does not change and is the cross-check across the file.
