The Akademi Kreyòl Ayisyen
Haiti created an Akademi Kreyòl Ayisyen — a Haitian Creole academy — provided for in the 1987 constitution and established in 2014, to standardise the language, fix its orthography and give it institutional weight.
That is unusual: a state academy for a creole language. A US reader will not know it exists, and we name the academy and what the document attests.
Creole is an official language
The 1987 constitution makes Haitian Creole an official language alongside French, and the 1979 education reform introduced Creole as a language of instruction.
So Creole is not a vernacular alongside a "real" language. It is the language nearly the whole population speaks and one of the two official ones, and a certificate in it attests an official language.
The orthography is fixed and phonetic
Haitian Creole has a standardised phonetic orthography adopted in 1979, so a word has one correct spelling — which is not true of the ad hoc French-influenced spellings still seen on older documents.
A certificate follows the standard. Older documents may not, and a name may appear in both forms. We reproduce each and note the relationship.

French remains the language of most legal and administrative documents while Creole is the language of daily life, and a substantial part of the population reads French imperfectly or not at all.
