University certification, and the citizenship route

Albanian proficiency is certified by university language centres — notably at Tirana — which examine Albanian as a foreign language at CEFR levels, and knowledge of Albanian is relevant to naturalisation.

There is no single state examination of the kind Poland or Greece operate, so the certificate names a university. We reproduce the institution and the level.

Gheg and Tosk, and what is examined

Standard Albanian is based on Tosk, spoken in the south, while Gheg is spoken in the north, in Kosovo and in North Macedonia and differs in phonology, vocabulary and verb forms.

Examinations test the Tosk-based standard. A fluent Gheg speaker is not necessarily fluent in the examined variety, and we name what the certificate attests.
