The Junta Central Electoral holds the record
Dominican civil registration is run by the Junta Central Electoral, the electoral authority, which surprises foreign readers who expect a ministry. Acknowledgment is recorded against the acta de nacimiento held by an Oficialía del Estado Civil.
The JCE also issues the cédula de identidad y electoral, a single document serving as identity card and voter card, which prints the holder's parents.
Declaración tardía is not an acknowledgment
Dominican files frequently contain a declaración tardía — a birth registered years after the event — which is common, lawful, and a different thing entirely from an acknowledgment of paternity.
A reader seeing both may conclude the record was manufactured after the fact. We translate each instrument for what it is, with its date and legal basis, rather than letting them blur together.
Libro, folio and acta
Dominican entries are located by libro, folio and acta number together with the Oficialía that holds the book, and all four are needed to verify the record or to request a copy.
