The Junta Central Electoral keeps the registry
In the Dominican Republic the civil registry is run by the Junta Central Electoral — the electoral authority — rather than by a ministry, which surprises foreign readers who assume an electoral body issues only voter records.
A change of name is authorised judicially and then recorded by the JCE against the birth inscription. The JCE also issues the cédula de identidad y electoral, a single document serving as identity card and voter card.
The anotación, and late registrations
The change is entered as an anotación on the acta de nacimiento. Dominican packets frequently also contain a declaración tardía — a late registration of a birth recorded years after the event — which is common and lawful and is a different thing from a name change.
A reader seeing both may conclude the record was manufactured. We translate each instrument for what it is and reproduce its date and legal basis.
The libro, folio and acta numbers
Dominican civil registry entries are located by libro, folio and acta number together with the Oficialía del Estado Civil that holds the book, and all four are needed to verify the record.
We transcribe every one of them rather than writing "registered with the civil registry", because a verification request without the folio goes nowhere.
Two surnames, and the accents
Dominicans carry paternal then maternal surnames, and a US form indexing the last word indexes the mother's name. We keep both and make the order explicit.
Accents are frequently dropped on Dominican documents and restored on others, so one person may appear as Peña and Pena across a packet. That is a rendering difference, not two people, and we say so. See our Dominican birth certificate page.
