A statute devoted to the name
El Salvador has a Ley del Nombre de la Persona Natural — a statute dealing specifically with personal names — which sets out when a name may be changed, by whom and on what grounds, and distinguishes a change from a correction of an error.
That is unusual and useful: the instrument recording your change cites the article it rests on, and the translation carries that citation rather than dropping it, because the article tells the reader what kind of change occurred.
The municipal registry, and the RNPN
Births are registered by the Registro del Estado Familiar of the municipality, while the RNPN issues the DUI identity document nationally. Two bodies, and a name change touches both records on different timelines.
A certificate is issued by the municipality where the birth was registered, so the issuing office is a town hall rather than a national agency. We name it as printed.
The DUI, and the number that follows you
The DUI number stays with the person, and a reissued DUI under the new name carries the same nine digits. That pairing is the clearest evidence in a Salvadoran packet.
El Salvador has moved toward using the DUI as the tax identifier for individuals, so an older document may show a separate NIT where a newer one shows the DUI in its place. Both are reproduced as printed.

The change is entered as a marginal note on the birth entry. Salvadoran municipal books run back through several formats and many older entries are handwritten, so the annotation may be a handwritten note in a margin rather than a printed block.
