Registered, not decreed — and a 30-day wait
An uncontested Chinese divorce is registered at the marriage registration authority rather than decided by a court, and since 1 January 2021 Article 1077 of the Civil Code imposes a 30-day cooling-off period: either spouse may withdraw the application within thirty days of it being received.
What is issued is a divorce certificate (离婚证), not a decree. A contested divorce goes to court and produces a judgment or a mediation statement, which is a different document. We translate any of them and name each accurately.
The notarial certificate, and its built-in English
For use abroad a notarial divorce certificate (离婚公证书) is issued by a notary public office, reproducing the underlying document and attesting the divorce. These booklets are bilingual — and the notary office's translator certification does not state the translator's competence in both languages and is not signed, which is what the USCIS standard requires. Filing it with a proper certification is the ordinary fix.

What USCIS requires
Under 8 CFR 103.2(b)(3), a foreign-language document must be accompanied by a complete English translation and the translator's certification that it is accurate. Every seal, stamp and marginal note is part of the document, so every one is translated.

A standard translation is for business or personal use where certification is not needed, such as CVs, client intake forms or marketing material, and is billed at the same $24.95 per page of up to 250 words.
