SERECI, and the books behind it
Bolivian civil records are issued by SERECI, the civil registry service under the electoral authority. A current certificate is a printed extract generated from the registry database, carrying the book, entry and folio references that point back to the original inscription.
That original is frequently a handwritten entry in a municipal or parish book, and the reference on the printed certificate is how the registry locates it. Those references are reproduced exactly, because they are the link between the paper you hold and the record it came from.
Late registrations and corrections
Bolivia has run programmes to register people whose births were never recorded, so a certificate can show an inscription date many years after the birth, sometimes following an administrative or judicial decision. That is ordinary rather than suspicious, and the translation states both dates as the record gives them instead of smoothing them into a tidier story.
Later corrections and annotations are translated with the body they amend. Names carry two surnames and both are translated in the order given.
What USCIS requires
The requirement is the same for every country: under 8 CFR 103.2(b)(3), a foreign-language document must be accompanied by a complete English translation and the translator's certification that it is accurate. Every seal, stamp and marginal note on your birth certificate is part of the document, so every one is translated.
