The Suborno Card
Bangladesh issues a Suborno Nagorik card — a "golden citizen" card — to registered persons with disabilities, linked to a national disability information system maintained by the social services department.
The card records a type and a severity and carries a unique identification number, and it is the document that opens entitlements including allowances, educational stipends and quota placement.
Twelve types, under the 2013 Act
The Rights and Protection of Persons with Disabilities Act 2013 defines twelve categories of disability including autism, cerebral palsy, Down syndrome, deafblindness and multiple disability.
That list is broader than many and includes categories a US reader may not expect to see as statutory. We reproduce the category as recorded.
The assessment, and the committee
Registration follows an assessment by a designated committee with medical input, and the severity is graded rather than expressed as a percentage.
A private physician's certificate is supporting evidence rather than the registration. We translate each as what it says it is.
English, and the NID
Bangladeshi documents are largely in English, so a translation may be unnecessary — ask the office first. Bangla appears on some forms and cards.
