The opinion paragraph is the document

An audit report is read for one thing: what the auditor concluded. That conclusion is expressed in wording that is close to formulaic and whose precise form carries the meaning — an unmodified opinion, a qualified opinion, an adverse opinion, a disclaimer, or an emphasis-of-matter paragraph that qualifies nothing but points at something.

The difference between "except for" and "because of" in an opinion paragraph is the difference between a qualification and an adverse conclusion. We translate that wording precisely and we do not paraphrase it, because a paraphrased audit opinion is a different opinion.

What the report is issued under

Reports are issued under International Standards on Auditing, under a national standard, or under a public-sector framework, and the report states which. That statement is translated as made, because it defines what the auditor undertook to do.

Key audit matters, going-concern paragraphs and any reference to a regulator's requirements are translated in full. Where the auditor's registration number or professional body appears, it is reproduced exactly.

Figures and dates are the hazard, not the words

A financial document is mostly numbers, and numbers are written in conventions that invert between countries. Most of the world writes 1.000,50 where the United States writes 1,000.50 — the separators swapped — and most of the world dates DD/MM/YYYY where the United States dates MM/DD/YYYY. A figure read under the wrong convention is not slightly wrong; it is wrong by a factor of a thousand, or by eleven months.

So the original figure is reproduced and the convention in use is stated, and currency is never converted. An exchange rate is a date-dependent opinion rather than a translation, and a converted total is a number the issuing institution never stated. Where a document uses a different grouping system entirely — Indian statements group in lakh and crore, so 12,34,567 is 1,234,567 — that is reproduced and explained rather than silently regrouped.
