Arkansas Office of Driver Services and Arkansas State Police Driver Testing: Translation Requirements for Documents in Another Language

No: Arkansas State Police checklists exclude foreign birth certificates for adults and say no translated documents will be accepted from applicants under 18.

Who may translate: None named

How we know ยท policy checked on October 31, 2026

No: the Arkansas State Police testing checklists say no foreign birth certificates are accepted from adults and no translated documents will be accepted from applicants under 18.

A translation from a professional service, eVerbary included, does not change that; non-citizens qualify with U.S. immigration documents and a foreign passport.

The one mention of a translation is narrow: a parent's proof of relationship on the under-18 checklist.

Arkansas Driver Services at a glance

Does it accept eVerbary? No

No. The checklists take no foreign birth certificate from adults and no translated documents from minors (study guide, under-18 checklist), so a translation from a professional service, eVerbary included, does not qualify as those documents.

The only opening is a parent's proof of relationship for a minor, described below, and the checklist does not say who translates it. Policy checked on October 31, 2026.

Worth knowing about Arkansas Driver Services

Manitoba (Canada), Germany, France, Taiwan and South Korea skip testing.

Arkansas Driver Services requirements in detail

Translated documents

Under 18: no photocopies or translated documents will be accepted, and no translated birth certificates as primary (checklist effective January 8, 2026).

Foreign birth certificates

Age 18 and older: U.S. original or certified birth certificate, no foreign birth certificates accepted (checklist effective May 20, 2025).

What non-citizens show

A foreign passport with U.S. visa and I-94, a Permanent Resident Card, or an Employment Authorization Card with Social Security card (Arkansas Driver License Study Guide, with the age 18 and older checklist (effective May 20, 2025)).

Narrow mention of a translation

For a parent signing for a minor on form ASP-33: a USCIS document naming the parent, or a translated foreign birth certificate from your home country. It does not say who translates (Arkansas State Police 1-2-3 Checklist, under 18 (effective January 8, 2026)).

Foreign license

Manitoba (Canada), Germany, France, Taiwan and South Korea are exempt from testing by reciprocal agreement; the applicant is referred to the Department of Finance and Administration (Arkansas Driver License Study Guide, with the age 18 and older checklist (effective May 20, 2025)). Others follow the normal knowledge and skills route.

Legal presence and REAL ID

Proof of legal presence must be original or a certified document (DFA sheet, Rev. 01/07/2025); REAL ID asks for it along with other proofs (DFA: REAL ID).

Name change

Documents such as a court order, divorce decree, adoption documents or marriage certificate link the old and new names (DFA: Proof of Legal Presence sheet (Rev. 01/07/2025)).

The adult list's marriage document is a U.S. one (Arkansas Driver License Study Guide, with the age 18 and older checklist (effective May 20, 2025)).

When you need an Arkansas license

Within 30 calendar days of becoming a resident; a nonresident physically present for six months must also get one (Ark. Code 27-16-606, in the study guide).

What the two checklists actually say

Arkansas State Police run the written and skills tests, and they publish two 1-2-3 checklists. The adult checklist, effective May 20, 2025, asks for two primary documents, or one primary and one secondary.

Its first line is a U.S. original or certified birth certificate with the note that no foreign birth certificates are accepted. Its secondary list names a U.S. marriage certificate or license.

The under-18 checklist, effective January 8, 2026, is blunter: no photocopies or translated birth certificates will be accepted as primary, then no photocopies or translated documents will be accepted.

Non-U.S. citizens under 18 show a passport with U.S. visa and current I-94, a Permanent Resident Card, an Employment Authorization Card, a Naturalization Certificate or a Certificate of Citizenship.

For someone with a lost certificate, the checklist points to the birth country's embassy; for out-of-country adoptions it gives Customs and Border Protection at (501) 618-8034.

The one place a translation appears

On the same checklist, in the section on a parent or guardian signing for a minor, form ASP-33 needs proof of the parent's name when the child holds a Permanent Resident Card, an Employment Authorization Card or a foreign passport.

The parent brings a copy of the application for that document or any other USCIS document naming the parent, "or a translated foreign birth certificate from your home country" (Arkansas State Police 1-2-3 Checklist, under 18 (effective January 8, 2026)).

This covers proof that the signer is the parent, not the minor's own identity, and the checklist does not say who must translate.

Because the same page also says no translated documents will be accepted, bring the USCIS document if you have one, and ask the examiner about the birth certificate first.

Exempt license holders and study guides

The study guide lists Manitoba (Canada), Germany, France, Taiwan and South Korea as exempt from testing under reciprocal agreements, and sends those applicants to the Department of Finance and Administration.

It publishes no rule on translating a foreign license and does not mention the International Driving Permit.

The State Police driver examination page offers translated study guides in Spanish (dated 01/2018) and Vietnamese (dated 02/2024). The pages we read do not state which languages the test itself comes in or whether an interpreter may help, so ask the examiner.

Documents people usually translate

  • Foreign birth certificate (not accepted for adults; translated copies not accepted as primary for minors)
  • Foreign birth certificate as a parent's proof of relationship on form ASP-33 (narrow mention)
  • Foreign marriage certificate or court order for a name change (no translation wording on DFA's sheet)
  • Home-country driver's license from an exempt origin (handled by DFA)

What to do in Arkansas

  • Gather the documents the adult checklist or under-18 checklist names: for non-citizens, a foreign passport with U.S. visa and I-94, a Permanent Resident Card or an Employment Authorization Card. An I-94 can be printed online.

  • If you hold a license from Manitoba, Germany, France, Taiwan or South Korea, call the Office of Driver Services at 501-371-5581 and ask what to bring (DFA Driver Services).

  • For a foreign marriage certificate or court order linking two names, ask the Office of Driver Services whether it can be used at all before you order anything; its legal presence sheet lists the document types but says nothing on language.

  • For a parent signing form ASP-33, bring the USCIS document naming the parent if you have one, and ask the examiner about anything else (driver examination page, checklist).

What we do not do

eVerbary translates documents; it is not the DMV and does not issue licenses, International Driving Permits or REAL ID decisions.

For Arkansas driver testing and licensing that means we do not supply any of the identity documents the checklists list, do not issue licenses or International Driving Permits, and do not get records from abroad.

Need a certified translation for another office?

If the same birth certificate is also going to a different office, such as USCIS or a court, a certified translation from eVerbary can still be useful there; check that office's own rules.

Frequently asked questions

Does Arkansas accept translated documents for a driver's license?

The under-18 checklist says no translated documents will be accepted (Arkansas State Police 1-2-3 Checklist, under 18 (effective January 8, 2026)), and the adult list accepts no foreign birth certificates (Arkansas Driver License Study Guide, with the age 18 and older checklist (effective May 20, 2025)).

Can I use a certified translation from a professional service?

Not for those documents. The checklists name no route for one (Arkansas State Police 1-2-3 Checklist, under 18 (effective January 8, 2026), Arkansas Driver License Study Guide, with the age 18 and older checklist (effective May 20, 2025)); non-citizens qualify with a foreign passport with U.S. visa and I-94, or U.S. immigration documents.

Which foreign licenses are exempt from testing?

Manitoba (Canada), Germany, France, Taiwan and South Korea, by reciprocal agreement; those applicants are referred to the Department of Finance and Administration (Arkansas Driver License Study Guide, with the age 18 and older checklist (effective May 20, 2025)).

What does a non-citizen minor bring?

A passport with U.S. visa and current I-94, a Permanent Resident Card, an Employment Authorization Card, a Naturalization Certificate or a Certificate of Citizenship (Arkansas State Police 1-2-3 Checklist, under 18 (effective January 8, 2026)).

How can a parent prove the relationship for a minor without a U.S. birth certificate?

The checklist asks for a copy of the application or any other USCIS document naming the parent, or a translated foreign birth certificate from the home country; it does not say who translates (Arkansas State Police 1-2-3 Checklist, under 18 (effective January 8, 2026)).

Are there study guides in other languages?

Yes: the State Police page offers guides in Spanish and Vietnamese (Arkansas State Police: Driver Examination). The pages we read do not list test languages.

Need a certified translation for another office?

If the same birth certificate is also going to a different office, such as USCIS or a court, a certified translation from eVerbary can still be useful there; check that office's own rules.
