Whatcom Community College in Bellingham asks students who want credit for study abroad to include a certified literal English translation with both official transcripts they request, one for Whatcom and one for the evaluation agency, and to order a course-by-course evaluation from a NACES member such as FIS, WES or Josef Silny.
It points to the ATA directory to find translators but does not require ATA certification.
Whatcom Community College accepts certified translations from professional services such as eVerbary; the evaluation itself is something we do not produce.
Whatcom at a glance
Does it accept eVerbary? Yes
Whatcom says records not in English need "a Certified Literal English translation" with both official transcripts (international transcript evaluation) and does not restrict who translates; a certified, literal translation from a professional service such as eVerbary is that kind of translation. Sample translation: a Mexican high school certificate
This is what an order looks like when it is delivered, with invented names, school and numbers. The original in Spanish sits next to our English translation, and the PDF starts with the signed certification page. Bracketed text in the translation is a translator's note: each abbreviation is spelled out the first time it appears, and the layout follows the original line for line, so an admissions officer or a credential evaluator can match it without guessing.

What to notice
- CCT, CURP and the state abbreviation Jal. are spelled out in brackets the first time they appear, so an evaluator does not have to look up a Mexican acronym.
- Courtesy and degree titles (C., Mtra., Lic.) are kept as printed and explained once; names keep both surnames in place.
- Grades stay on the 5-to-10 scale the certificate prints, with its minimum passing grade. Converting them is the evaluator's job.
- The six semesters keep the certificate's two columns, and the seal, signatures and QR code are described in brackets where they appear.

Whatcom requirements in detail
Translation
A certified literal English translation with both official transcripts, if not in English (International transcript evaluation).
Who may translate
Not restricted; Whatcom points to atanet.org to find certified translators (International transcript evaluation).
When it applies
Only if you seek a Whatcom degree or certificate and want credit for study at an international institution (International transcript evaluation).
Evaluation
Course-by-course from any NACES-approved agency, such as FIS (highly recommended, in Edmonds), WES or Josef Silny; $150–$250 (International transcript evaluation).
Two transcripts
One mailed to the Evaluation Department, 237 W Kellogg Road, or emailed by the school to Graduation@whatcom.edu; one to you, for the agency (International transcript evaluation).
Admission
Transcripts for the highest level of education, scanned copies accepted; passport; financial statement in English for the I-20 (Apply for admission: international programs).
English
No test required; a free assessment places you, or submit TOEFL, IELTS or Duolingo (Apply for admission: international programs).
Two transcripts, two translations
Whatcom's credit process starts with two official transcripts from your school: one mailed to Whatcom's Evaluation Department or emailed directly by the school to Graduation@whatcom.edu, and one mailed to you to send with your evaluation application (international transcript evaluation).
If the records are not in English, each of the two must include a certified literal English translation, so order the translation with enough copies for both.
Whatcom suggests the American Translators Association directory for finding certified translators, but the rule itself asks only for a certified literal translation.
Choosing the evaluation agency
Whatcom accepts a course-by-course evaluation from any NACES-approved agency and highly recommends the Foundation for International Services, a local agency in Edmonds; WES and Josef Silny & Associates are also named (International transcript evaluation).
WES accepts a professional word-for-word translation; Josef Silny accepts outside translators in the US only if they are ATA-certified, so for that agency ask eVerbary for a translator individually certified by ATA.
Once Whatcom has the report and all official transcripts, and you are enrolled, it processes the evaluation in about three weeks; credits usually apply as electives, and for distribution credit Whatcom wants English course descriptions sent directly by your former school from the years you took the courses (International transcript evaluation).
Need a certified translation for Whatcom?
$24.95 per page of up to 250 words, certification included, usually within 24 hours for one to three pages. See the price before you pay.
Documents applicants usually translate
- College or university transcripts, two official copies
- Course descriptions, for distribution credit
- Secondary school transcripts, for admission
- Bank statement, if not in English
What an eVerbary translation includes
- A complete English translation of every page, stamps, seals and handwritten notes included, laid out like the original so each line can be matched.
- Grades exactly as recorded, with the grading scale the document prints. We never convert marks to a US GPA.
- A signed certificate of translation accuracy on letterhead, with our contact details, delivered as a PDF you can upload.
- $24.95 per page of up to 250 words, certification included; 24 hours for one to three pages as standard. Regular clients who need it can get delivery in as little as 30 minutes, on request.
Uploading the translation to Whatcom
Include the certified translation with each official transcript: the copy for Whatcom's Evaluation Department and the copy you send to the agency; the agency sends its report to the same department (International transcript evaluation).
If you need a translator certified by ATA
Some offices accept only a translator who is personally certified by the American Translators Association (ATA). eVerbary assigns one on request, for the languages ATA certifies into English:
$34.95 per page
Spanish, Portuguese, French, German, Italian, Chinese, Arabic, Russian and Ukrainian
$44.95 per page
Japanese, Korean, Polish, Dutch, Swedish, Croatian, Danish and Persian
To order it, ask for a free quote and write in the notes that the translation is for Whatcom, which program it is for, and that you need a translator individually certified by ATA, plus anything else the office asks for (notarization, delivery by email to the office).
We confirm the price and the translator before you pay. ATA does not certify other languages into English, so no translator anywhere holds ATA certification for them.
For those languages we provide a notarized certified translation instead, at $44.95 per page plus notarization ($34.90 per order); ask the office to confirm it accepts that, and write its answer in the quote notes.
What we do not do
eVerbary is a translation service, not a credential evaluation service: we do not issue evaluations, US equivalencies or GPA conversions, and we cannot send documents on behalf of the school that issued them.
For Whatcom that means we translate your transcripts; the NACES course-by-course evaluation is ordered by you, and English course descriptions come from your former school.
How to order
- Scan or photograph every page of the document, front and back, including any stamps on the reverse.
- Upload it, choose the language and "certified", and see the price before paying.
- Receive the PDF, usually within 24 hours for one to three pages, and upload it with the copy of the original wherever the institution asks for it.
Frequently asked questions
Does Whatcom require a certified translation?
Yes, a certified literal English translation of records not in English, for the credit evaluation (International transcript evaluation).
Does the translator need ATA certification?
Whatcom does not require it; it points to the ATA directory as one way to find a translator (International transcript evaluation).
Which evaluation agency should I use?
Any NACES member; Whatcom highly recommends FIS and also names WES and Josef Silny (International transcript evaluation).
Do I need an English test to apply?
No. Whatcom gives a free English assessment; test scores are optional (Apply for admission: international programs).
Will eVerbary convert my grades to a US GPA?
No. The translation reproduces the grades and the grading scale exactly as they appear. A GPA conversion is credential evaluation, which the institution or an evaluation agency does.
