How we know · policy checked on October 27, 2026

Carroll Community College asks F-1 applicants for the last four years of secondary transcripts and proof of graduation with a word-for-word, line-by-line certified English translation in the same format, made by a person not related to or associated with the student, who must also provide a letter explaining their qualifications.

Carroll Community College accepts certified translations from professional services such as eVerbary. College coursework from abroad needs a course-by-course evaluation by World Education Services, which we do not provide.

A strict translation rule, written out

Carroll is one of the few community colleges that spells out the translation: word-for-word, line-by-line, certified, and in the same format as the original, for every document, by a person who is neither related to nor associated with the student (F-1 admissions).

The translator must also give a letter explaining their qualifications. eVerbary's signed certificate of accuracy covers the certification; mention Carroll's qualifications letter in the order notes so it can be confirmed before you pay.

The rule covers the transcripts for the last four years of secondary school and the proof of graduation, so translate every year and the diploma together; translating it yourself, or having a relative do it, does not meet the rule.

College credit only through WES

For college coursework completed abroad, Carroll names one agency: World Education Services, with a course-by-course evaluation sent directly from WES to Carroll (F-1 visa student admissions).

WES wants a word-for-word translation by a professional translator or translation service, which matches Carroll's own rule, so one translation can serve both.

Carroll has no housing and is in a rural area, so F-1 students need a local sponsor who houses them at no cost, confirmed on a notarized form (F-1 visa student admissions).

Documents applicants usually translate

  • Secondary school transcripts, final four years
  • Secondary school diploma or proof of graduation
  • College or university transcripts, for the WES evaluation
  • Bank statements, if not in English

What an eVerbary translation includes

  • A complete English translation of every page, stamps, seals and handwritten notes included, laid out like the original so each line can be matched.
  • Grades exactly as recorded, with the grading scale the document prints. We never convert marks to a US GPA.
  • A signed certificate of translation accuracy on letterhead, with our contact details, delivered as a PDF you can upload.
  • $24.95 per page of up to 250 words, certification included; 24 hours for one to three pages as standard. Regular clients who need it can get delivery in as little as 30 minutes, on request.

Uploading the translation to Carroll

  • Submit the translated records with your enrollment application and the F-1 forms; questions go to admissions@carrollcc.edu (F-1 visa student admissions). The WES evaluation is sent by WES directly to Carroll.

  • eVerbary delivers a signed PDF; on request we can email the translation directly to the admissions office.

What we do not do

eVerbary is a translation service, not a credential evaluation service: we do not issue evaluations, US equivalencies or GPA conversions, and we cannot send documents on behalf of the school that issued them.

For Carroll that means we translate your secondary and college records; the WES course-by-course evaluation for college credit is ordered by you from WES.

How to order

  1. Scan or photograph every page of the document, front and back, including any stamps on the reverse.
  2. Upload it, choose the language and "certified", and see the price before paying.
  3. Receive the PDF, usually within 24 hours for one to three pages, and upload it with the copy of the original wherever the institution asks for it.

Frequently asked questions

Can I translate my own documents for Carroll?

No. The translation must be provided by a person not related to or associated with the student (F-1 visa student admissions).

What must the translation look like?

Word-for-word, line-by-line, certified, in English and in the same format as the original (F-1 visa student admissions).

Which agency evaluates college credit for Carroll?

World Education Services, course by course, sent directly from WES (F-1 visa student admissions).

Which F-1 documents must be notarized?

The local sponsor/housing form and the bank statements (F-1 visa student admissions). Carroll does not ask for the translation itself to be notarized.
