How we know · policy checked on October 21, 2026

The Washington State Board of Nursing (WABON) requires nurses educated outside the US to obtain a transcript evaluation from a board-approved service, and its rule says the official transcript in that evaluation must be in English or accompanied by an official English translation, without saying who makes it.

A certified translation from a professional service such as eVerbary meets that rule; the evaluation companies add their own conditions, and JS&A and The Evaluation Company (TEC) take outside translations only from translators certified by the American Translators Association (ATA), whom eVerbary assigns on request.

We translate your transcript, diploma and license; we do not order the evaluation, and the records the evaluator must receive from your school still come from your school.

WABON at a glance

Does it accept eVerbary? Yes

WAC 246-840-045 asks for the transcript in English or accompanied by an official English translation and does not name who must translate it (WAC 246-840-045), so a certified translation from a professional service such as eVerbary meets it.

If you use JS&A or TEC, ask for an ATA-certified translator (JS&A, TEC). Policy checked on October 21, 2026.

Worth knowing about WABON

Official translation

The rule names no translator; the evaluator may.

Five evaluators

TEC, ERES, IEE, JS&A or TruMerit, for exam applicants.

English waiver by school

Your program can attest English instruction directly.

WABON requirements in detail

Translation

The official transcript included in the evaluation must be in English or accompanied by an official English translation (WAC 246-840-045, applicants educated outside the US).

Who may translate

The rule does not say. The evaluator sets its own condition: TruMerit has the school or itself translate (TruMerit); IEE does not take translations from applicants (IEE); JS&A and TEC accept ATA-certified outside translators (JS&A, TEC).

Evaluation

Exam applicants educated abroad need a transcript evaluation from TEC, ERES, IEE, JS&A or TruMerit (CES Professional) (Educated outside the United States).

Endorsement

If you already hold a license in another US state, transcripts may come directly from your school, from an approved evaluator or from another US board of nursing (Educated outside the United States).

Course descriptions

Course descriptions or syllabi may be required to judge whether your education is substantially equivalent (WAC 246-840-045, applicants educated outside the US).

English proficiency

Required unless your program certifies on the Board's attestation form that theory and clinical teaching were in English, you hold a US diploma or degree, or you have 1,000 hours of nursing practice in an English-speaking setting (Educated outside the United States).

Uploads

Documents can be uploaded for 14 days after you submit the application; after that, email them to WABONlicensing@doh.wa.gov (Educated outside the United States).

The rule says "official", the evaluator decides who

Washington's rule for applicants educated outside the US, amended effective January 30, 2026, puts the translation inside the evaluation: the board-approved service must include a copy of your official transcript, in English or with an official English translation, showing enrollment dates, course names, credits, graduation date and the credential conferred (WAC 246-840-045, applicants educated outside the US). It does not say who may produce the translation.

The evaluator you choose still applies its own rule.

TruMerit wants nursing transcripts translated by the school, or translates them itself for a fee (TruMerit: CES Professional Report); IEE's nursing handbook says it does not accept translations directly from applicants (IEE: nursing applicant handbook).

JS&A asks for professional, certified translations (JS&A: application for boards of nursing) and, for translations made in the US, an ATA-certified translator (JS&A: services and translations); TEC, which lists Washington among the boards that accept its Nursing Course Analysis (The Evaluation Company: nursing services), accepts an outside translator only if ATA-certified (The Evaluation Company: avoid delays).

Exam or endorsement

If Washington will be your first US license, you apply by exam and need the transcript evaluation before you apply (Educated outside the United States). If the evaluator cannot determine equivalency, the Board asks your nursing program to complete its education verification form.

If you already hold an RN license in another state, the Board accepts your nursing transcripts sent directly by your school, by an approved evaluator, or by another US board of nursing (Educated outside the United States); the RN license page sends internationally educated applicants to the same instructions first (RN license).

Need a certified translation for WABON?

$24.95 per page of up to 250 words, certification included, usually within 24 hours for one to three pages. See the price before you pay.

Documents applicants usually translate

  • Nursing school transcripts, with course names, credits and dates
  • Nursing diploma or degree certificate
  • Course descriptions or syllabi, if the evaluator or Board asks
  • Nursing license or registration from the country of education

What an eVerbary translation includes

  • A complete English translation of every page, stamps, seals and handwritten notes included, laid out like the original so each line can be matched.
  • Grades, hours and credits exactly as recorded, with the grading scale the document prints. We never convert marks to a US GPA or equivalency.
  • A signed certificate of translation accuracy on letterhead, with our contact details, delivered as a PDF you can upload or print.
  • $24.95 per page of up to 250 words, certification included; 24 hours for one to three pages as standard. Regular clients who need it can get delivery in as little as 30 minutes, on request.
  • Notarization added at checkout ($34.90 per order) when the office asks for a notarized translation.

Submitting the translation to WABON

If you need a translator certified by ATA

Some offices accept only a translator who is personally certified by the American Translators Association (ATA). eVerbary assigns one on request, for the languages ATA certifies into English:

$34.95 per page

Spanish, Portuguese, French, German, Italian, Chinese, Arabic, Russian and Ukrainian

$44.95 per page

Japanese, Korean, Polish, Dutch, Swedish, Croatian, Danish and Persian

To order it, ask for a free quote and write in the notes that the translation is for WABON, what it is for, and that you need a translator individually certified by ATA, plus anything else the office asks for (notarization, delivery by email to the office).

We confirm the price and the translator before you pay. ATA does not certify other languages into English, so no translator anywhere holds ATA certification for them.

For those languages we provide a notarized certified translation instead, at $44.95 per page plus notarization ($34.90 per order); ask the office to confirm it accepts that, and write its answer in the quote notes.

What we do not do

eVerbary is a translation service, not a credential evaluation service or a licensing agency: we do not issue evaluations, US equivalencies or GPA conversions, we cannot send documents on behalf of the school or authority that issued them, and we do not file the license application.

For Washington that means we translate your nursing records; we do not order the transcript evaluation, file your WABON application, or send documents on behalf of your school or licensing body.

How to order

  1. Scan or photograph every page of the document, front and back, including any stamps on the reverse.
  2. Upload it, choose the language and "certified", and see the price before paying.
  3. Receive the PDF, usually within 24 hours for one to three pages, and submit it with the copy of the original wherever the office asks for it.

Frequently asked questions

Does the Washington State Board of Nursing accept certified translations?

Yes. Its rule asks for an official English translation of the transcript without naming who must make it (WAC 246-840-045, applicants educated outside the US). The evaluation company may add its own condition.

Which evaluation companies does Washington accept?

The Evaluation Company, ERES, International Education Evaluations, Josef Silny & Associates and TruMerit (CES Professional) (Educated outside the United States).

Which evaluator takes an outside translation?

JS&A and TEC accept translations by ATA-certified translators (JS&A, TEC). TruMerit wants the school or itself to translate (TruMerit), and IEE does not take translations from applicants (IEE).

Do I need an English test?

Not if your program attests directly to the Board that theory and clinical teaching were in English, or if you meet one of the other two exemptions (Educated outside the United States).

I am licensed in another state. Do I need a new evaluation?

No. For endorsement, the Board accepts nursing transcripts sent directly by your school, by an approved evaluator, or by another US board (Educated outside the United States).
