How we know · policy checked on October 21, 2026
The Texas State Board of Public Accountancy asks that every official record not in English come with an English translation by a certified translation company, sent with the Evaluation of International Credentials form and your Application of Intent.
TSBPA accepts certified translations from professional services such as eVerbary.
The Board evaluates foreign education itself, with the University of Texas at Austin, and does not accept reports from WES, NIES or any other evaluation service, so you need the translation but not an outside evaluation.
TSBPA at a glance
Does it accept eVerbary? Yes
TSBPA's Evaluation of International Credentials checklist asks for an English translation of records in another language "by a certified translation company" (Form X0038: Evaluation of International Credentials, instructions and check list), so a certified translation from a professional service such as eVerbary meets it. TSBPA requirements in detail
Translation
Official records in a language other than English should include an English translation (Form X0038: Evaluation of International Credentials, instructions and check list).
Who may translate
A certified translation company (Form X0038: Evaluation of International Credentials, instructions and check list).
Original or copy
Original mark sheets and/or official transcripts from every institution attended, with the degree certificate if the transcript does not state the degree and date (Form X0038: Evaluation of International Credentials, instructions and check list).
How to submit
With the Evaluation of International Credentials form (X0038) and your Application of Intent to the Board in Austin (Form X0009: Application of Intent check list).
Evaluation
Done by Board staff and the University of Texas at Austin; evaluations from international credential services are not accepted (TSBPA education requirements).
Fee
$120 when any part of your education was earned outside the United States, instead of $20 (Form X0007: Application of Intent instructions).
Special cases
If your university does not issue course-by-course transcripts, send the examination results for each year, with each subject and mark (Form X0038: Evaluation of International Credentials, instructions and check list).
Professional accounting qualifications earned abroad can be documented too (Form X0038: Evaluation of International Credentials, instructions and check list).
Texas reads your records itself
Most boards rely on an evaluation agency.
TSBPA does not: international education documents are evaluated by Board staff and the University of Texas at Austin, and the Board says plainly that evaluations from international credential services are not accepted (TSBPA education requirements).
Form X0038 repeats it: external evaluations by other companies or providers are not recognized (Form X0038: Evaluation of International Credentials, instructions and check list).
That puts more weight on the translation.
Board staff read the translated course titles, hours and grades directly to decide whether your degree is equivalent to a US bachelor's and which courses count as upper-level accounting or business (TSBPA education requirements).
We translate each subject title, credit and mark as printed, without converting anything, so the Board can make that call.
What the Board needs before it evaluates
The checklist asks for records showing every subject, grade and degree; examination results for each year, including the final year, if your school does not issue course-by-course transcripts; and the official degree certificate when the transcript lacks the date and type of degree (Form X0038: Evaluation of International Credentials, instructions and check list).
The evaluator may ask for more (Form X0038: Evaluation of International Credentials, instructions and check list).
From August 1, 2026 the exam requires 24 semester hours of upper-level accounting, up from 21 (TSBPA education requirements).
The evaluation of international credentials is for exam eligibility and may not be used for employment (Form X0038: Evaluation of International Credentials, instructions and check list).

- Certificates of professional accounting qualifications earned abroad
- Syllabi or course descriptions, if the evaluator asks for more information
What an eVerbary translation includes
- A complete English translation of every page, stamps, seals and handwritten notes included, laid out like the original so each line can be matched.
- Grades, hours and credits exactly as recorded, with the grading scale the document prints. We never convert marks to a US GPA or equivalency.
- A signed certificate of translation accuracy on letterhead, with our contact details, delivered as a PDF you can upload or print.
- $24.95 per page of up to 250 words, certification included; 24 hours for one to three pages as standard. Regular clients who need it can get delivery in as little as 30 minutes, on request.
- Notarization added at checkout ($34.90 per order) when the office asks for a notarized translation.
Submitting the translation to TSBPA
The translation goes to TSBPA with the original or official records, the Evaluation of International Credentials form (X0038) and your Application of Intent, with the $120 fee (Form X0009: Application of Intent check list, Form X0007: Application of Intent instructions).
The Application of Intent page lists the forms and the international education contact (TSBPA Application of Intent).
eVerbary can mail the translation to TSBPA in a sealed, signed envelope: choose the hard copy at checkout with the Board's address ($19.95 Priority or $37.95 Express in the US) and write in the order notes that it is for TSBPA.
What we do not do
eVerbary is a translation service, not a credential evaluation service or a licensing agency: we do not issue evaluations, US equivalencies or GPA conversions, we cannot send documents on behalf of the school or authority that issued them, and we do not file the license application.
For TSBPA that means we translate your transcripts, mark sheets and diplomas; the Board and UT Austin decide equivalency, and we do not send your official records for you.
How to order
- Scan or photograph every page of the document, front and back, including any stamps on the reverse.
- Upload it, choose the language and "certified", and see the price before paying.
- Receive the PDF, usually within 24 hours for one to three pages, and submit it with the copy of the original wherever the office asks for it.
