Massachusetts Board of Registration in Nursing: Translation Requirements for Documents in Another Language

Yes, through the evaluation: Massachusetts BORN asks for a credential evaluation, and Josef Silny & Associates (JS&A), one of the agencies it accepts, takes translations by a translator individually certified by ATA, whom eVerbary assigns on request.

The Massachusetts Board of Registration in Nursing publishes no translation rule of its own: every nurse educated outside the US, by exam or by reciprocity, needs a credential evaluation from TruMerit (formerly CGFNS), Josef Silny & Associates (JS&A) or The Evaluation Company (TEC), sent to PCS, the Board's processing service.

TruMerit wants nursing transcripts translated by the school or by TruMerit itself, while JS&A and TEC accept outside translations from translators certified by the American Translators Association (ATA), and eVerbary assigns one on request.

We translate your transcripts, diploma and license for JS&A or TEC; we do not order the evaluation, and documents the agency must receive from your school still come from your school.

Massachusetts BORN at a glance

Does it accept eVerbary? Yes

Massachusetts accepts evaluations only from TruMerit, JS&A and TEC (Information for nurses educated outside of the United States).

JS&A accepts outside translations made in the US when the translator is ATA-certified (JS&A services), and TEC accepts an outside translator only if certified by ATA (TEC), so a translation by an ATA-certified translator, which eVerbary assigns on request, meets the rule of either agency. Worth knowing about Massachusetts BORN

Three agencies only

TruMerit, JS&A or TEC; the Board names no others.

Reports go to PCS

Nashville address; an "applicant copy" is refused.

ATA for JS&A, TEC

TruMerit has the school or itself translate.

Massachusetts BORN requirements in detail

Translation

The Board publishes no translation rule; the evaluation agency you choose sets it (Information for nurses educated outside of the United States).

Who may translate

TruMerit: nursing transcripts translated by the school, otherwise by TruMerit for a fee (TruMerit). JS&A: in the US, ATA-certified translators (JS&A). TEC: an outside translator must be ATA-certified (TEC).

Evaluation

Required of every non-US educated nurse applying by exam or by reciprocity (Information for nurses educated outside of the United States); it must include the Nursing and Science Course-by-Course Report and the License/Registration validation (PCS).

Original or copy

JS&A needs the transcript, degree, course descriptions and charts sent by your school directly; your translation supplements them and does not replace them (JS&A nursing application).

How the report arrives

Ask the agency to release the report to Massachusetts and tell PCS once it is available; mailed reports go to PCS, Attn: MA Nursing Coordinator, P.O. Box 198788, Nashville, TN 37219 (Information for nurses educated outside of the United States).

English proficiency

If your nursing education was not in English, pass a Board-approved English exam, with results sent by the test service (Information for nurses educated outside of the United States).

Reciprocity

A reciprocity application without the evaluation is incomplete and PCS does not process it (PCS: RN licensure by reciprocity).

Which agency, and who translates for it

The choice of agency decides who may translate.

TruMerit's CES Professional Report asks for nursing transcripts in English, translated by the school you attended, and offers its own translation for a fee if the school cannot (TruMerit); only the secondary school diploma may be translated by you or someone you choose.

An outside translation of your nursing records does not fit that rule.

JS&A's application for boards of nursing, which lists Massachusetts, asks for "professional, certified English translations" (JS&A: application for boards of nursing), and its services page adds that outside translations made in the US must come from ATA-certified translators (JS&A: services and translations).

TEC, approved in Massachusetts for its Nursing Course Analysis (The Evaluation Company: nursing services), accepts an outside translator only if ATA-certified, or translates after your application is complete (The Evaluation Company: avoid delays).

The order of steps for an exam applicant

PCS's page for foreign-educated exam applicants sets the sequence: submit the Foreign Trained Pre-Approval Application in the state licensing portal, have the evaluation report released to Massachusetts, and wait for PCS to review it; if your education meets the Board's requirements you receive a Letter of Eligibility with directions for the license application (PCS: RN initial licensure by examination, foreign educated).

With JS&A or TEC, the translation is needed before the agency can evaluate records that are not in English, so order it first and send it with your agency application. Your school still mails or emails its records to the agency directly.

Where the Massachusetts pages differ

The instructions PDF that PCS still links, revised in 2016, lists only CGFNS documents: the Qualifying Examination Certificate, the VisaScreen certificate or the CES report (Instructions for graduates of programs outside the US, revised 2016).

The current mass.gov page and the PCS page name three agencies, TruMerit, JS&A and TEC (mass.gov, PCS). We follow the current pages; confirm with PCS if your evaluation is from before the change.

JS&A's own pages also differ: its FAQ says most translations by professional translators are acceptable, subject to review (JS&A: FAQ), while its services page requires ATA-certified translators for outside translations made in the US. An ATA-certified translator satisfies both.

Need a certified translation for Massachusetts BORN?

$24.95 per page of up to 250 words, certification included, usually within 24 hours for one to three pages. See the price before you pay.

Documents applicants usually translate

  • Nursing school transcripts, with hours of instruction and grades
  • Nursing diploma or degree certificate
  • Course descriptions (syllabus) for the nursing and science courses
  • Nursing license or registration from the country of education
  • Secondary school diploma, which TruMerit also lets you have translated by anyone you choose

What an eVerbary translation includes

  • A complete English translation of every page, stamps, seals and handwritten notes included, laid out like the original so each line can be matched.
  • Grades, hours and credits exactly as recorded, with the grading scale the document prints. We never convert marks to a US GPA or equivalency.
  • A signed certificate of translation accuracy on letterhead, with our contact details, delivered as a PDF you can upload or print.
  • $24.95 per page of up to 250 words, certification included; 24 hours for one to three pages as standard. Regular clients who need it can get delivery in as little as 30 minutes, on request.
  • Notarization added at checkout ($34.90 per order) when the office asks for a notarized translation.

Submitting the translation to Massachusetts BORN

If you need a translator certified by ATA

Some offices accept only a translator who is personally certified by the American Translators Association (ATA). eVerbary assigns one on request, for the languages ATA certifies into English:

$34.95 per page

Spanish, Portuguese, French, German, Italian, Chinese, Arabic, Russian and Ukrainian

$44.95 per page

Japanese, Korean, Polish, Dutch, Swedish, Croatian, Danish and Persian

To order it, ask for a free quote and write in the notes that the translation is for Massachusetts BORN, what it is for, and that you need a translator individually certified by ATA, plus anything else the office asks for (notarization, delivery by email to the office).

We confirm the price and the translator before you pay. ATA does not certify other languages into English, so no translator anywhere holds ATA certification for them.

For those languages we provide a notarized certified translation instead, at $44.95 per page plus notarization ($34.90 per order); ask the office to confirm it accepts that, and write its answer in the quote notes.

What we do not do

eVerbary is a translation service, not a credential evaluation service or a licensing agency: we do not issue evaluations, US equivalencies or GPA conversions, we cannot send documents on behalf of the school or authority that issued them, and we do not file the license application.

For Massachusetts that means we translate your nursing records for JS&A or TEC; we do not order the evaluation, deal with PCS, or send documents on behalf of your school or licensing body.

How to order

  1. Scan or photograph every page of the document, front and back, including any stamps on the reverse.
  2. Upload it, choose the language and "certified", and see the price before paying.
  3. Receive the PDF, usually within 24 hours for one to three pages, and submit it with the copy of the original wherever the office asks for it.

Frequently asked questions

Does the Massachusetts Board of Nursing accept certified translations?

The Board has no translation rule of its own; it relies on the evaluation from TruMerit, JS&A or TEC (Information for nurses educated outside of the United States). For JS&A or TEC, a translation by an ATA-certified translator meets the agency's rule (JS&A, TEC).

Can I use any translator if I choose TruMerit?

No. For the CES Professional Report, TruMerit wants nursing transcripts translated by the school, or by TruMerit for a fee; only the secondary school diploma may be translated by you or someone you choose (TruMerit: CES Professional Report).

Which evaluation agencies does Massachusetts accept?

TruMerit (formerly CGFNS), Josef Silny & Associates and The Evaluation Company (Information for nurses educated outside of the United States). The report must include the course-by-course and license validation parts (PCS: RN initial licensure by examination, foreign educated).

Where is the evaluation sent?

To PCS, Attn: MA Nursing Coordinator, P.O. Box 198788, Nashville, TN 37219, or released electronically to Massachusetts; PCS also accepts a report mailed by another state board, but not an "applicant copy" (Information for nurses educated outside of the United States).

Can eVerbary provide an ATA-certified translator for JS&A or TEC?

Yes, on request. Ask for a free quote and write in the notes that the translation is for a Massachusetts nursing evaluation by JS&A or TEC and that you need a translator individually certified by ATA. ATA certifies Spanish, Portuguese, French, German, Italian, Chinese, Arabic, Russian and Ukrainian ($34.95 per page) and Japanese, Korean, Polish, Dutch, Swedish, Croatian, Danish and Persian ($44.95 per page) into English.
