How we know · policy checked on October 21, 2026
The Illinois Board of Examiners accepts only an evaluation report from NASBA International Evaluation Services (NIES) for education earned outside the United States, and rejects reports from any other agency.
NIES requires certified English translations of transcripts and diplomas from any member of the American Translators Association, your university or the ministry of education, so it accepts certified translations from professional services such as eVerbary, an ATA corporate member translating in the US.
We translate your records for NIES; the NIES report and the ILBOE Foreign Credentials Evaluation application are yours to file.

Worth knowing about ILBOE
NIES or nothing
Reports from other agencies are not accepted.
NIES decides the outcome
ILBOE relies solely on the NASBA report.
No ILBOE fee
For the foreign-only evaluation application.
ILBOE requirements in detail
Translation
ILBOE has no translation rule of its own; NIES requires a certified English translation of any transcript or diploma not in English before it processes your file (NIES).
Who may translate
Under the NIES rule: any ATA member, your university, or the ministry of education of the issuing country; not private providers outside the US (NIES).
Evaluation
Only an education evaluation report from NASBA; evaluations from any other agency are not accepted (ILBOE required documents).
Order of steps
First the NIES evaluation, then the ILBOE Foreign Credentials Evaluation application, then NIES sends its official report to ILBOE by mail or to etranscripts@ilboe.org (ILBOE credentials evaluation application).
Fees
The ILBOE foreign-only application has no fee; a combined domestic and foreign evaluation is $200 (ILBOE credentials evaluation application). NIES charges for its report separately (NIES).
Study abroad
Credit earned abroad outside a US school's formal study abroad program counts as foreign and must be evaluated by NASBA (ILBOE checklist and FAQ).
No refunds
ILBOE does not issue refunds, so compare the NIES report with Illinois requirements before applying (ILBOE credentials evaluation application).
How the Illinois steps fit together
ILBOE tells candidates to read the NIES requirements first and have their international transcripts evaluated by NASBA before applying in Illinois (ILBOE credentials evaluation application).
The translation belongs at the very start: NIES does not process a file until documents not in English are translated (NIES), and everything must reach NIES within 90 days of applying there (NIES).
Once the report exists, you open an ILBOE account, submit the Foreign Credentials Evaluation application, and ask NASBA to send the report to 1120 East Diehl Road, Suite 107, Naperville, IL 60563, or electronically (ILBOE credentials evaluation application).
ILBOE relies solely on that report, so its result decides yours (ILBOE credentials evaluation application).
Where ILBOE's and NIES's pages differ
ILBOE says you can ask NASBA to return your original documents by courier (ILBOE required documents); NIES says it no longer accepts irreplaceable original documents (NIES).
ILBOE quotes NASBA prices of $225 and $120 (ILBOE credentials evaluation application), while NIES lists $250 for its credential evaluation report (NIES).
We have not resolved either difference; NIES's own pages govern what NIES accepts and charges.
Mixed records take longer: domestic and foreign transcripts are processed separately until the results are combined, and if NIES already evaluated you for another state you ask it to re-evaluate for Illinois (ILBOE credentials evaluation application, NIES FAQ).
Need a certified translation for ILBOE?
$24.95 per page of up to 250 words, certification included, usually within 24 hours for one to three pages. See the price before you pay.
Documents applicants usually translate
- University transcripts or mark sheets, for the NIES evaluation
- Degree certificates and diplomas
- Certificates and exam results from professional accounting bodies, if NIES is to consider them
- Syllabi or course descriptions, if NIES asks for them
What an eVerbary translation includes
- A complete English translation of every page, stamps, seals and handwritten notes included, laid out like the original so each line can be matched.
- Grades, hours and credits exactly as recorded, with the grading scale the document prints. We never convert marks to a US GPA or equivalency.
- A signed certificate of translation accuracy on letterhead, with our contact details, delivered as a PDF you can upload or print.
- $24.95 per page of up to 250 words, certification included; 24 hours for one to three pages as standard. Regular clients who need it can get delivery in as little as 30 minutes, on request.
- Notarization added at checkout ($34.90 per order) when the office asks for a notarized translation.
Submitting the translation to ILBOE
The translation goes to NIES with your application there, addressed to NASBA International Evaluation Services, 150 Fourth Avenue North, Suite 850, Nashville, TN 37219 (ILBOE required documents); your university sends the official records to NIES directly (NIES).
eVerbary can mail the translation to NIES in a sealed, signed envelope: choose the hard copy at checkout with NIES's address ($19.95 Priority or $37.95 Express in the US) and write in the order notes that it is for NIES and Illinois.
If you need a translator certified by ATA
Some offices accept only a translator who is personally certified by the American Translators Association (ATA). eVerbary assigns one on request, for the languages ATA certifies into English:
$34.95 per page
Spanish, Portuguese, French, German, Italian, Chinese, Arabic, Russian and Ukrainian
$44.95 per page
Japanese, Korean, Polish, Dutch, Swedish, Croatian, Danish and Persian
To order it, ask for a free quote and write in the notes that the translation is for ILBOE, what it is for, and that you need a translator individually certified by ATA, plus anything else the office asks for (notarization, delivery by email to the office).
We confirm the price and the translator before you pay. ATA does not certify other languages into English, so no translator anywhere holds ATA certification for them.
For those languages we provide a notarized certified translation instead, at $44.95 per page plus notarization ($34.90 per order); ask the office to confirm it accepts that, and write its answer in the quote notes.
What we do not do
eVerbary is a translation service, not a credential evaluation service or a licensing agency: we do not issue evaluations, US equivalencies or GPA conversions, we cannot send documents on behalf of the school or authority that issued them, and we do not file the license application.
For Illinois that means we translate your transcripts and diplomas for NIES; we do not file the NIES or ILBOE applications, and NIES, not us, prepares the report ILBOE relies on.
How to order
- Scan or photograph every page of the document, front and back, including any stamps on the reverse.
- Upload it, choose the language and "certified", and see the price before paying.
- Receive the PDF, usually within 24 hours for one to three pages, and submit it with the copy of the original wherever the office asks for it.
Frequently asked questions
Can I use WES or ECE for the Illinois CPA exam?
No. ILBOE accepts only NASBA's evaluation report and no other agency's (ILBOE required documents).
Who may translate my transcripts for NIES?
Any member of the American Translators Association, your university, or the ministry of education; NIES does not accept private providers outside the United States (NIES). eVerbary is an ATA corporate member translating in the US.
Does ILBOE charge to review a NIES report?
Not for foreign-only education: the Foreign Credentials Evaluation application has no fee (ILBOE credentials evaluation application). A combined domestic and foreign evaluation costs $200.
Are my study abroad credits foreign?
Only if they were not earned through a US school's formal study abroad program; otherwise they appear on the US transcript (ILBOE checklist and FAQ, ILBOE education requirements).
Can eVerbary assign a translator certified by ATA?
Yes, on request, if you want the translator personally certified rather than relying on our ATA corporate membership. Write it in the notes of a free quote.
