Tanıma, and where it can be made
Turkish acknowledgment is tanıma, made before the registrar, before a notary, by will, or in court, and it takes effect on registration in the population register.
It cannot be made where a child already has a legal father — the existing paternity must be set aside first — and that is the commonest reason an acknowledgment is refused.
The child takes the father's surname
On acknowledgment the child ordinarily takes the father's surname and is entered on his family record in MERNİS, so the child's name and their registered household both change.

Babalık davası, and the time limit
Where the father does not acknowledge, a babalık davası — a paternity action — may be brought by the mother or the child, subject to statutory time limits running from the birth.
A judgment establishing paternity is then registered, and the registration is what changes the record. A judgment alone is not the end.
