By dispoziție, on administrative grounds
A change of name in Romania is granted administratively under Government Ordinance 41 of 2003, by dispoziție of the county or Bucharest authority, after publication in the Monitorul Oficial and an opportunity to object.
It is not a court order, and the ordinance lists the grounds that qualify — a ridiculous name, a name used in fact for years, a name matching that of a relative. The instrument cites the ground, and we carry the citation.
Mențiune on the birth act
The change is recorded as a mențiune on the act de naștere held by the local registry, and a certificat de naștere reissued afterwards shows the new name. An extras pentru uz oficial shows the entry with its mențiuni.
As elsewhere, the short certificate may show the new name with no trace of the change, and the extract is the document that proves it.
The CNP, and what it encodes
The CNP is a thirteen-digit personal number encoding sex, century of birth, date and county, and it does not change with a name. It is the strongest cross-check in a Romanian packet.
A change of registered sex does produce a new CNP, because the first digit encodes it — which is a genuine exception worth knowing and which we flag where the documents show it.
Diacritics, and Moldova
Romanian uses ă, â, î, ș and ț, and the comma-below forms are frequently substituted with cedilla forms by older software. Both render the same letters and we reproduce the Romanian.
