The civil registry office decides
A change of name or surname in Albania is made through the civil registry office of the person's place of registration under the civil status law, and the right is exercisable once, with a further change requiring exceptional justification.
The change is entered against the civil status record and a new certificate issued. We name the registry office and the decision reference exactly, because Albanian records are held locally.
The national register, and older books
Albania moved its civil status data into a national electronic register, and modern certificates are printed from it with a barcode and verification data. Older records were entered from municipal books kept by hand.
A modern certificate may therefore restate an entry originally written decades earlier, and where the document shows both layers we translate both.
Communist-era name policy
Albania under the communist regime restricted permissible given names and in places required replacement of religious names with approved ones, so an older Albanian may hold documents under a name imposed by that policy and a later one restoring the original.
