The Registro del Estado Civil
Paraguayan civil registration is administered by the Dirección General del Registro del Estado Civil under the Ministry of Justice, and a change of name is obtained judicially and then recorded against the birth entry.
A certificate issued afterwards carries the marginal note. We name the registry office and the judicial instrument exactly, because Paraguayan records are held locally by district.
The cédula, and reissue
The cédula de identidad civil is issued by the national police identification department and the number stays with the person across a change of name. An old and a new cédula sharing the number is useful evidence.
Paraguay has reissued the card in several formats, so a packet may hold two very different-looking documents for the same number. Both are genuine and we describe each.
Guaraní names, and a bilingual country
Paraguay is genuinely bilingual and Guaraní is spoken by most of the population. Guaraní given names and place names appear on documents with a nasal marker — Ñandutí, Yvoty — and stripping the tilde or the y changes the word.
Registry clerks have historically Hispanicised indigenous names, and a change of name is sometimes exactly the restoration of the original. We reproduce each spelling and translate what the annotation says was changed.

Paraguayans carry paternal then maternal surnames, and we keep both and make the order explicit.
