The Registro de Estado Civil
Uruguayan civil registration is administered by the Dirección General del Registro de Estado Civil, and a change of name is obtained judicially in the ordinary case and recorded against the birth entry.

The 2018 gender identity law
Uruguay legislated on gender identity in 2009 and replaced that framework with Ley 19.684 in 2018, which moved the change of registered name and sex to an administrative procedure before the civil registry.
So an older Uruguayan document rests on a judicial decision under the 2009 law and a newer one on an administrative resolution under the 2018 one. The instrument cites which, and we carry the citation.
The cédula, and the check digit
The cédula de identidad is seven digits plus a check digit written after a hyphen, and it does not change with a name. An old and a new cédula sharing the number is the cleanest evidence in an Uruguayan packet.

Two surnames, and the European records
Uruguayans carry paternal then maternal surnames, and we keep both and make the order explicit.
