The cédula number encodes where and when
A Nicaraguan cédula is written as a municipality code, the date of birth and a serial with a check letter, so the number states both where the person was registered and when they were born on its face.

The electoral council holds the register
Nicaragua's Registro Central del Estado Civil sits under the Consejo Supremo Electoral, which also issues the cédula, while municipal registries hold the original books.
