The carte de vaccination, and who gave the doses
Haitian childhood immunisation is recorded on a carte de vaccination stamped by whoever gave each dose — an MSPP health centre, a mission or NGO clinic, or a mobile campaign team.
So a Haitian card may carry several different institutional stamps, including foreign NGO ones, and that is the delivery system rather than an irregularity. We name each issuing body as printed.
BCG, and campaign doses
Haiti gives BCG at birth where a birth is attended at a facility, and runs periodic campaigns for measles, polio and, following the 2010 outbreak, cholera vaccination in defined areas.
Campaign doses may be recorded informally or not at all, and a card may show genuine gaps reflecting access. A US civil surgeon assesses what is missing and administers it.
Where the clinical record sits
Care is delivered through MSPP facilities, a very large NGO and mission sector, and private clinics, with no unified record. Patients hold discharge notes, prescriptions and laboratory slips.
Records from NGO and mission hospitals are frequently in English or bilingual, which reduces what needs translating. We name the institution on each document.
French, Creole and the names
Records are written in French while consultations are in Haitian Creole, and a name pronounced in Creole may have been written in French orthography or phonetically — producing several spellings for one person.
A great many apparent discrepancies in Haitian files are clerical. Haiti is not a party to the Apostille Convention, so documents for the United States go through consular legalisation. See our Haitian Creole page.
