The cédula, from the electoral authority
Dominican passports are issued by the Dirección General de Pasaportes, and the identifier on them is the cédula de identidad y electoral — issued by the Junta Central Electoral, which also runs the civil registry.
An electoral body issuing identity and civil registry documents surprises foreign readers. It is the correct authority, and we name it rather than leaving a reader to wonder.
The acta, located by four references
The acta de nacimiento behind the passport is located by libro, folio and acta number together with the Oficialía del Estado Civil holding the book, and all four are needed to verify or request a copy.
We transcribe every one of them. Dominican files also frequently contain a declaración tardía, a birth registered years later, which is common and lawful and is not evidence of irregularity.
Two surnames, and the accents
Dominicans carry paternal then maternal surnames and the passport prints both. Accents are dropped on some documents and restored on others, so Peña and Pena appear for one person across a file.
That is a rendering difference and we say so rather than leaving an office to treat it as a mismatch.
Haitian descent, and the documentation history
Dominicans of Haitian descent have faced documented difficulties obtaining and renewing civil registry and identity documents following changes to nationality rules in the 2010s, and files may contain suspended records or procedures under Ley 169-14.
