A Cuban passport has to be kept enabled
A Cuban passport is issued for a term but must additionally be habilitado — enabled — periodically, evidenced by a stamp or sticker, and an unenabled passport within its printed validity is not usable for travel.
So the printed expiry date is not the whole answer, and the enabling endorsement is on a separate page. We translate it with its dates, because a reader checking only the biodata page will misjudge the document.
Cuban nationals travel on Cuban passports
Cuba has generally required its nationals to enter and leave Cuba on a Cuban passport regardless of any other nationality they hold, which is why naturalised US citizens of Cuban origin maintain a current Cuban passport.
A file containing both a US passport and a current Cuban one is therefore ordinary rather than anomalous, and the translation should not invite a reader to read anything into it.
The carné de identidad, and the eleven digits
The carné de identidad number is eleven digits built from the date of birth plus a serial, so it encodes the birth date on its face and does not change. It appears on Cuban documents alongside the passport number.
That makes it a strong cross-check against a birth certificate, and we reproduce it exactly rather than redacting or abbreviating it.
Legalisation, not apostille
Cuba is not a party to the Hague Apostille Convention, so Cuban documents for use in the United States are legalised through the Cuban ministry and the consulate. Those stamps are pages of the packet and are translated with the rest.
