The procuration and the notary
A Congolese power of attorney (procuration) is a French document naming a representative and the acts they may perform: collecting civil status records, selling or managing land, representing someone in court. The Family Code even lets a representative with a written power declare a birth. Powers used for land or company matters are normally made before a notary.
Notarial work was long done by state notaries, civil servants of the justice ministry; a law of 15 July 2016 created an independent notarial profession, so a power may bear either kind of notarial stamp. We translate the text, the notary's certification and every stamp.
Powers sent from the US, and informal ones
If you are in the US and need someone in Kinshasa or Goma to act for you, the Congolese office will usually want the power in French and legalised; ask it which form and which legalisation it requires before you sign. The DRC is not a party to the Apostille Convention.
Family powers written by hand, sometimes partly in Swahili or Kinyarwanda, also turn up in US files. We translate them as private documents. See our Swahili, Kinyarwanda and French pages, and the Congolese property deed page.
What USCIS requires
Under 8 CFR 103.2(b)(3), a foreign-language document must be accompanied by a complete English translation and the translator's certification that it is accurate. Every seal, stamp and marginal note is part of the document, so every one is translated.
State agencies set their own rules — see government agencies — and what our certification states is on this page.
How it works
Upload a photo or a scan of your document, pick the language pair and check out online. You never have to mail originals: a legible copy is all we need.
A professional human translator, never machine translation, translates the document word for word and mirrors the layout of the original. Every certified translation ships with a signed Certificate of Translation Accuracy that meets the requirements of USCIS, courts and universities.
Your translation is delivered digitally, usually within 24 hours for documents of one to three pages, and same-day delivery is available. If anything needs adjusting, we revise it.
Certified vs. standard translation
A certified translation is a word-for-word translation accompanied by a signed statement attesting to its accuracy and completeness. It is what official bodies require: USCIS, courts, universities and government agencies. Certified translations are $24.95 per page, where one sheet of your document is one page, with no word cap.
A standard translation is the same professional human translation without the certificate, for when you only need to understand the content or for internal or informal use. It is billed at the same $24.95 per page with no word cap.
Frequently asked questions
Can you translate a power of attorney from English into French?
Yes, for use in the DRC. Ask the Congolese office whether it also needs a legalisation or a notary's certification.
My power of attorney is handwritten.
We translate it in full, as written, and note any parts that cannot be read.
Does a Congolese notary's stamp need an apostille?
The DRC does not issue apostilles. USCIS requires neither apostille nor legalisation; for other offices, ask what they accept.
