The licencia de tránsito, which is the title
Colombia issues no separate certificate of title. The licencia de tránsito — the registration card — names the owner and is the ownership document, together with the entry in the RUNT.
A US clerk expecting a title will be handed a card. It is the correct document and we say so plainly.
RUNT and the organismo de tránsito
The RUNT is the national registry linking the vehicle, the owner, the insurance and the inspections, while the licence itself is issued by a local organismo de tránsito.
A vehicle is registered in a named municipality and moving it requires a traslado de cuenta. We name the issuing body and reproduce the registry references.
SOAT and tecnomecánica
A Colombian vehicle file normally holds the SOAT compulsory accident insurance and the revisión tecnomecánica inspection certificate, both annual and both checked before a transfer.
They are not title documents, and a client sending them as proof of ownership has sent the wrong thing. We name each.
Pignoración, and the identifiers
Financing is recorded as a prenda or pignoración on the licence, and a certificado de tradición from the transit authority shows the ownership history and the limitations.
