Companies routinely send one document when an office asked for another, because the three are bundled in the US and separate elsewhere. Commercial registration proves the company exists. A licence permits a specific activity, sometimes issued by a municipality and sometimes by a sector regulator. A tax registration — RFC, CNPJ, NIT, RUC, VAT number — proves it is enrolled with the revenue authority.
