How we know · policy checked on October 31, 2026

Vermont DMV's open translation wording covers one group of documents: the linking document (certified birth record, marriage certificate, adoption decree or divorce decree, "including translation if applicable") for someone whose name differs from their passport or birth certificate.

It does not say who must translate, so a certified translation from a professional service such as eVerbary fits that wording for those linking documents only.

A foreign driver's license is a different case: visitors with a license not in English must carry an International Driver Permit, and the Taiwan exchange has its own rule, for "a notarized translation of the driver's license issued by Taiwan's Directorate General of Highways."

Does it accept eVerbary? For this document only

For name-change linking documents only.

Vermont DMV asks for them "including translation if applicable," with no rule on who translates (identity documents), so a certified translation from a professional service such as eVerbary fits that wording for those documents.

It does not extend to a foreign license or to identity on its own. Policy checked on October 31, 2026.

Worth knowing about Vermont DMV

Linking documents only

Birth record, marriage certificate, adoption or divorce decree linking your names.

IDP for foreign licenses

Visitors with a license not in English carry an International Driver Permit.

Taiwan exchange

Vermont's one reciprocity agreement, with its own translation wording.

Vermont DMV requirements in detail

Translation

Linking documents are asked for "including translation if applicable" (Identity documents requirements). The page has no such wording for any other document.

Who may translate

Not specified for linking documents (Identity documents requirements).

Linking documents

Certified birth record, marriage certificate, adoption decree or divorce decree. They cannot establish identity alone, without a passport or birth certificate (Identity documents requirements).

Original or copy

Photocopies and faxes are not accepted. The DMV keeps copies of the name change evidence and may ask for more if documents look questionable (Identity documents requirements).

Foreign license, visitors

At 18 or older, lawfully present and in the US no more than one year, you may drive on a valid foreign license; one not in English must be accompanied by an International Driver Permit (23 V.S.A. § 601, Driver's license issued by foreign jurisdictions).

International Driver Permit

Vermont describes it as essentially an English translation of the license, obtainable only in the issuing country. It does not recognize documents sold as an "International Driver License" (Driver's license issued by foreign jurisdictions).

Taiwan exchange

At 18 or older with an unexpired Taiwan license, knowledge and skills tests may be waived. You bring "a notarized translation of the driver's license issued by Taiwan's Directorate General of Highways" and pass a vision exam (Foreign driver's license reciprocity (Taiwan)).

Languages

Applications and learner's permit exams come in Arabic, Bosnian/Serbian/Croatian, Burmese, Dari, French, Kirundi, Mandarin Chinese, Nepali, Pashto, Russian, Somali, Spanish, Swahili and Ukrainian (DMV forms translated).

The rule covers linking documents

For a new credential Vermont asks for a valid passport or birth certificate, or one of a few other identity documents.

If the name on your credential will differ, you add a linking document, "including translation if applicable" (Identity documents requirements).

That wording attaches to the linking document, not to the passport, the birth certificate you prove identity with, or anything else on the page.

You must give certified evidence of the name change.

The DMV keeps copies and records both the name on your primary document and the one on your credential; its staff decide whether documents are authentic, valid and acceptable (Identity documents requirements).

The same page says applicants with a foreign license or foreign identity documents may need to provide more, so ask an office if yours are among them.

Foreign licenses: an IDP, or the Taiwan exchange

A visitor or student may drive on a foreign license for up to one year.

If it is not in English, it must be accompanied by an International Driver Permit, which Vermont says serves as an English translation and can only be obtained in the country that issued the license (Driver's license issued by foreign jurisdictions).

The page does not offer any other kind of translation as a substitute.

The only reciprocity agreement is with Taiwan.

Besides proof of identity, lawful status, residency and Social Security number, applicants bring the Taiwan license and "a notarized translation of the driver's license issued by Taiwan's Directorate General of Highways" (Foreign driver's license reciprocity (Taiwan)).

If that is your case, ask the DMV or TECO-Boston, at (617) 259-1350, what the wording requires before you order anything.

What we do not do

eVerbary translates documents; it is not the DMV and does not issue licenses, International Driving Permits or REAL ID decisions.

For the Vermont DMV that means we translate your name-change documents; we do not issue licenses or International Driver Permits, which come from the country that issued your license.

How to order

  1. Scan or photograph every page of the document, front and back, including any stamps on the reverse.
  2. Upload it, choose the language and "certified", and see the price before paying.
  3. Receive the PDF, usually within 24 hours for one to three pages, and submit it with the copy of the original wherever the office asks for it.

Frequently asked questions

Which documents does Vermont DMV want translated?

Its identity page names linking documents for a name change: a certified birth record, marriage certificate, adoption decree or divorce decree, "including translation if applicable" (Identity documents requirements).

The page does not say (Identity documents requirements). A certified translation from a professional service fits its wording for a linking document.

Vermont's foreign license page asks for an International Driver Permit for licenses not in English and offers no alternative (Driver's license issued by foreign jurisdictions). Do not count on a translation for driving.

Only those from Taiwan, for applicants 18 or older with an unexpired license (Foreign driver's license reciprocity (Taiwan)).

Can I use a photocopy of my divorce decree?

No. Photocopies and faxes are not accepted (Identity documents requirements).
