How we know · policy checked on October 21, 2026
The New York DMV's document guide, form ID-44, says documents in a foreign language must be accompanied by a certified English translation to be accepted, without limiting who makes it; that covers foreign birth, marriage and divorce records, foreign licenses and driving abstracts used as proofs.
A certified translation from a professional service such as eVerbary meets it.
The one stricter case is the road test: a foreign license not in English must come with an International Driving Permit or a translation certified by a consulate, the US Department of State or another government agency, which we do not provide.

Does it accept eVerbary? Yes
Form ID-44 says documents in a foreign language must come with a certified English translation and does not say who must make it (form ID-44), so a certified translation from a professional service such as eVerbary meets it. Policy checked on October 21, 2026.

New York DMV requirements in detail
Translation
Documents in a foreign language must be accompanied by a certified English translation in order to be accepted (ID-44).
Who may translate
ID-44 does not restrict who makes the certified translation. Exception: a foreign license brought to the road test needs an International Driving Permit or a translation certified by a consulate, the US Department of State or another official government agency (drivers from other countries).
Foreign documents and points
On ID-44 a foreign passport is worth 4 points, a foreign marriage or divorce record issued by a government entity 2, a foreign school record 1 or 2; a foreign birth certificate proves date of birth only.
ID-44 also lists a foreign driver license and a foreign national ID card with photo. Some cannot be used for a REAL ID or Enhanced license (Form ID-44, proofs of identity).
Name change
For REAL ID and Enhanced, a name different from your identity document must be linked with original or certified marriage certificates, divorce decrees or court documents (Form ID-44, proofs of identity).
Foreign license, visitors
You can drive in New York with a valid license from another country, and need a New York license only once you become a resident (Drivers from other countries).
Foreign license, new residents
Residents take the written test, a five-hour pre-licensing course and the road test, and surrender the foreign license on passing.
Holders of a license from a select foreign jurisdiction may have the tests waived; their driving abstract, if not in English, needs a certified English translation (Drivers from other countries, ID-44).
Two translation rules, two different moments
New York has a general rule and a narrow one. The general rule is on form ID-44, the DMV's guide to proofs of identity: any document in a foreign language needs a certified English translation to be accepted.
That applies to the foreign marriage record that links your names, the foreign license or national ID you count toward your six points, and the driving abstract you bring from a country whose license New York exchanges.
The narrow rule is on the DMV's page for drivers from other countries and applies at the road test: if your license is not in English, you bring an International Driving Permit or a certified translation, and that translation must be certified by a consulate, the US Department of State or another official government agency.
It must show your name, date of birth, the license expiration date and the vehicle types it allows. A translation from a private service does not meet that second rule, so plan for the IDP or the consulate.
Foreign records that count toward six points
ID-44 is a point system: you need six points of proof of name, with at least one document from its proof-of-identity section. Foreign documents count.
A foreign passport is worth 4 points, though without a US visa and I-94 it proves date of birth only and cannot be used for a REAL ID or Enhanced license; a foreign marriage or divorce record issued by a government entity is worth 2; a foreign driver license with photo, current or expired no more than two years, is also on the list (Form ID-44, proofs of identity).
Each of those, if not in English, goes with its certified translation. Students from other countries attending school in New York are normally not treated as residents and need not exchange their license (Exchange an out-of-state driver license).

- Notarization added at checkout ($34.90 per order) when the office asks for a notarized translation.
Submitting the translation to New York DMV
Bring the original or certified foreign documents with their certified translations to a DMV office with your application, form MV-44 (Drivers from other countries, ID-44).
For the road test, bring your foreign license with an International Driving Permit or a government-certified translation (Drivers from other countries).
What we do not do
eVerbary translates documents; it is not the DMV and does not issue licenses, International Driving Permits or REAL ID decisions.
For the New York DMV that means we translate and certify your documents; we do not issue International Driving Permits or the consulate- or government-certified translation of a foreign license that the DMV asks for at the road test.
How to order
- Scan or photograph every page of the document, front and back, including any stamps on the reverse.
- Upload it, choose the language and "certified", and see the price before paying.
- Receive the PDF, usually within 24 hours for one to three pages, and submit it with the copy of the original wherever the office asks for it.
Frequently asked questions
Does the New York DMV accept a certified translation from a translation company?
For documents used as proofs, yes: ID-44 asks for a certified English translation without saying who makes it (Form ID-44, proofs of identity).
What translation do I need for my foreign license at the road test?
An International Driving Permit, or a translation certified by a consulate, the US Department of State or another official government agency, showing your name, date of birth, expiration date and vehicle types (Drivers from other countries).
Can I use my foreign marriage certificate to prove a name change?
Yes. ID-44 lists a foreign marriage or divorce record issued by a government entity, worth 2 points, and asks for marriage certificates or divorce decrees to link name changes; if it is not in English, add a certified translation (Form ID-44, proofs of identity).
Can I drive in New York with my foreign license?
Yes, with a valid license from another country, until you become a New York resident (Drivers from other countries).
Do I keep my foreign license after getting a New York license?
No. When you pass the road test, you give your foreign license to the examiner (Drivers from other countries).
