How we know · policy checked on October 21, 2026

The Massachusetts RMV accepts documents that are not in English when they come with a certified translation, printed together with its certification on the letterhead of the certifying entity, and its list of who may certify starts with a language service provider.

The RMV accepts certified translations from professional services such as eVerbary.

A foreign license is a separate matter: only licenses from Canada, Mexico, US territories, South Korea, Germany, France and Taiwan can be converted, and the German route needs a translation from the German Consulate, which we do not provide.

Massachusetts RMV at a glance

Does it accept eVerbary? Yes

The RMV accepts documents not in English with a certified translation and lists a language service provider first among those who may certify it (RMV translation certification requirements), so a certified translation from a professional service such as eVerbary meets it. Massachusetts RMV requirements in detail

Translation

Documents not in English are accepted with a certified translation (RMV translation certification requirements).

Who may translate

A language service provider, a bilingual teacher at an accredited Massachusetts college, university or private language school, a bilingual notary public, the local consulate, the American Translators Association, a community-based or non-profit organization, or a US or Massachusetts government agency (RMV translation certification requirements).

What the certification shows

Translator's printed name, date, full address, telephone or email, signature, a statement of qualifications, a statement that the translation is complete and accurate, and the document and language translated (RMV translation certification requirements).

Format

Translation and certification printed on the certifying entity's letterhead; the RMV publishes sample wording, the Translation Certification Format.

Foreign license, visitors

You may drive as a visitor on a valid foreign license (Transfer your driver's license from a foreign country); if it is not in English, carry an International Driving Permit from the issuing country, the RMV's LIC114 translation or an alternative translation document with a photo (LIC114).

Foreign license, residents

Conversion without tests only for Canada, Mexico, US territories, South Korea, Germany, France and Taiwan; others take the learner's permit exam and road test (Transfer your driver's license from a foreign country).

Originals

For conversions, all documents must be originals, not photocopies (Information for converting certain foreign driver's licenses).

Two different translation forms

The RMV uses two documents that are easy to confuse.

For a learner's permit, license or ID application, it wants a certified translation whose certification follows its Translation Certification Format: the translator certifies a true and complete translation, fluency in the original language, and employment at a language service provider or one of the other listed entities, and acknowledges that false statements to the RMV are punishable under M.G.L. c.

90, § 24. The RMV's flyer says plainly that the form "Translation into English of a Foreign License" is not accepted for a permit or license application (RMV translation certification requirements).

That other form, LIC114, is for driving: someone operating a vehicle on a foreign license not written in English carries it, an International Driving Permit, or an alternative translation document with a photo.

LIC114 lists only four kinds of translator (a college, university or private language school, a consulate, a Massachusetts bilingual notary public, or a member of the American Translators Association) and needs a passport-sized photo attached.

If you order from us for an RMV application, write in the order notes that it is for the Massachusetts RMV, so the certificate can follow the RMV's format.

Converting a foreign license, country by country

Only seven places have conversion arrangements with the RMV; a licensed driver from anywhere else cannot convert and applies as a new driver, with identity documents, the learner's permit exam and a road test (Transfer your driver's license from a foreign country). The conversion fee is $115.

The translation rules differ by country (Information for converting certain foreign driver's licenses).

France and Taiwan: a translation of the license and of a certified driving record, completed and stamped by the French Consulate or the Taipei Economic and Cultural Office in Boston, or by an acceptable translator.

Germany: a translation completed and stamped by the German Consulate, no more than 30 days old, plus a record from the Federal Motor Transport Authority.

South Korea: the newer license with English on the back and a driving record certificate printed in English. Canada, Mexico and US territories: a certified driving record not more than 30 days old.

Submitting the translation to Massachusetts RMV

What we do not do

eVerbary translates documents; it is not the DMV and does not issue licenses, International Driving Permits or REAL ID decisions.

For the Massachusetts RMV that means we translate your documents; we do not provide the German Consulate translation required to convert a German license, and we do not issue LIC114 forms or International Driving Permits.

How to order

  1. Scan or photograph every page of the document, front and back, including any stamps on the reverse.
  2. Upload it, choose the language and "certified", and see the price before paying.
  3. Receive the PDF, usually within 24 hours for one to three pages, and submit it with the copy of the original wherever the office asks for it.

Frequently asked questions

Who can certify a translation for the Massachusetts RMV?

A language service provider, a bilingual teacher at an accredited Massachusetts school, a bilingual notary public, the local consulate, the American Translators Association, a community-based or non-profit organization, or a government agency (RMV translation certification requirements).

Can I use the LIC114 form for my license application?

No. The RMV says that form is not accepted as part of a learner's permit or standard license application; use the Translation Certification Format instead (RMV translation certification requirements).

Does the translation have to be on letterhead?

Yes. Both the translation and the certification must be printed on the letterhead of the certifying entity (RMV translation certification requirements).

Can I convert my foreign license in Massachusetts?

Only if it was issued by Canada, Mexico, a US territory, South Korea, Germany, France or Taiwan; otherwise you take the learner's permit exam and road test (Transfer your driver's license from a foreign country).

Can a professional service translate my French or Taiwanese license?

Yes. The RMV accepts a translation from the consulate (or TECO) or from an acceptable translator for those two countries; for Germany it requires the German Consulate (Information for converting certain foreign driver's licenses).

Can I drive in Massachusetts on my foreign license as a visitor?

Yes, with a valid license (Transfer your driver's license from a foreign country). If it is not in English, carry an International Driving Permit, the LIC114 translation or an alternative translation document with a photo (LIC114: Translation into English of a Foreign Driver License).
