How we know · policy checked on October 26, 2026

Shippensburg University requires every international applicant, first-year or transfer, to send an official course-by-course evaluation of all foreign secondary, college and university work, directly from SpanTran: The Evaluation Company, ECE, ICD, WES (transfer students only) or another NACES member; graduate applicants do the same.

Shippensburg's evaluation agencies, such as ECE and WES, accept certified translations from professional services such as eVerbary.

Translate first and send the translation to the agency; the evaluation itself is something we do not produce.

Shippensburg at a glance

Does it accept eVerbary? Yes

Shippensburg asks for a course-by-course evaluation from TEC, WES, ECE, ICD or a NACES member (international applicants), and ECE accepts any complete, literal translation (ECE) and WES one from a professional translation service (WES).

TEC is stricter: an outside translator must be certified by ATA (TEC). Policy checked on October 26, 2026.

Shippensburg requirements in detail

Translation

Shippensburg publishes no translation rule of its own; the evaluation agency asks for the translation of records not in English.

Evaluation (undergraduate)

An official course-by-course evaluation of all foreign secondary, college or university work, from SpanTran: TEC, WES (transfer only), ECE or ICD, or a NACES member, sent by the agency (International applicants).

WES and high school

WES no longer does course-by-course reports for high school transcripts; first-year applicants are pointed to ECE (International applicants).

Evaluation (graduate)

Course-by-course from TEC, WES, ECE or ICD, or a NACES member showing the equivalent of a four-year bachelor's degree (graduate).

Who may translate

Set by the agency: ECE accepts your own literal translation (ECE); WES a professional translator (WES); TEC an ATA-certified translator (TEC).

Fees and timing

The evaluation is paid by you, separate from the $45 application fee; fall materials by June 15 (International applicants).

An evaluation even for a high school diploma

Shippensburg requires every international applicant to hold the US equivalent of a high school diploma and proves it with an official course-by-course evaluation of the foreign transcripts, sent directly from the evaluator.

The report must include the complete record showing the secondary diploma or degree, or the college credit awarded (International applicants). That applies to first-year and transfer applicants alike.

The agency matters for first-year applicants: Shippensburg notes that WES no longer produces course-by-course reports for high school transcripts and approves WES for transfer students only, suggesting ECE for high school seniors (International applicants).

Graduate applicants may use TEC, WES, ECE or ICD, or another NACES member whose report shows the equivalent of a four-year bachelor's degree (Graduate international applicants).

What each evaluation agency asks for the translation

ECE: complete, literal, word-for-word translations in the original format, including your own, or an $85 waiver under which ECE translates internally for the report only (ECE). WES: an exact, word-for-word translation by a professional translator; WES does not translate (WES).

SpanTran: The Evaluation Company: an outside translator must be certified by the American Translators Association, or you buy TEC's own translation (TEC).

If you choose TEC, eVerbary can assign a translator individually certified by ATA on request: ask for a free quote and say it is for TEC. ICD sets its own rules; check them before ordering.

  • A signed certificate of translation accuracy on letterhead, with our contact details, delivered as a PDF you can upload.
  • $24.95 per page of up to 250 words, certification included; 24 hours for one to three pages as standard. Regular clients who need it can get delivery in as little as 30 minutes, on request.

Uploading the translation to Shippensburg

  • The translation goes to the agency with your records; the agency sends Shippensburg the official evaluated transcript (International applicants).

What we do not do

eVerbary is a translation service, not a credential evaluation service: we do not issue evaluations, US equivalencies or GPA conversions, and we cannot send documents on behalf of the school that issued them.

For Shippensburg that means we translate your records for the agency; the course-by-course evaluation is ordered by you from TEC, ECE, ICD, WES or another NACES member.

How to order

  1. Scan or photograph every page of the document, front and back, including any stamps on the reverse.
  2. Upload it, choose the language and "certified", and see the price before paying.
  3. Receive the PDF, usually within 24 hours for one to three pages, and upload it with the copy of the original wherever the institution asks for it.

Frequently asked questions

Does Shippensburg require an evaluation of my high school transcript?

Yes. Every international applicant sends a course-by-course evaluation of foreign secondary and college work (International applicants).

Can I use WES as a first-year applicant?

No. Shippensburg approves WES for transfer students only and suggests ECE for high school seniors (International applicants).

Can I translate my own records?

For ECE, yes, if literal and complete (ECE); WES requires a professional translator (WES).

Can eVerbary provide an ATA-certified translator for TEC?

Yes, on request, through a free quote: Spanish, Portuguese, French, German, Italian, Chinese, Arabic, Russian and Ukrainian at $34.95 per page, or Japanese, Korean, Polish, Dutch, Swedish, Croatian, Danish and Persian at $44.95 per page. ATA certifies no other languages into English (TEC rule).

Will eVerbary convert my grades to a US GPA?

No. The translation reproduces the grades and the grading scale exactly as they appear. A GPA conversion is credential evaluation, which the institution or an evaluation agency does.
