SF State at a glance
Does it accept eVerbary? Yes
Undergraduate admissions ask for a "word-for-word certified English translation" without saying who makes it (international freshmen), and Graduate Studies accepts English translations from "a certified translator" (required academic documents); eVerbary provides certified translations of that kind. SF State requirements in detail
Translation (undergraduate)
Who may translate (undergraduate)
Not stated.
Translation (graduate)
Literal, word-for-word translations that mirror the original, from the issuing university, an embassy or consulate, or a certified translator (Graduate Studies: required academic documents).
Evaluation
Undergraduate: third-party evaluations not accepted (International freshmen). Graduate: a course-by-course report from IEE, WES, ECE, SpanTran, FIS or IERF may replace country-specific documents (Graduate Studies: international admission criteria by country).
Who the rules cover
F-1 applicants and US citizens, permanent residents or others with transcripts from an international institution (International freshmen).
Official records
Undergraduate: official final transcripts in a sealed envelope after admission. Graduate: university-sealed envelopes with a stamp or signature on the flap; notarized copies are not official (International freshmen, Graduate Studies: required academic documents).
Where to upload
Cal State Apply, then the To Do List in your Student Center (undergraduate); unofficial records uploaded to Cal State Apply (graduate) (International freshmen, Graduate Studies: required academic documents).
Undergraduates: a translation, not an evaluation
SF State's international freshman and transfer pages apply to F-1 applicants and to US citizens, permanent residents and others whose transcripts come from an international institution.
Transcripts are required from every high school (and, for transfers, every college) attended; lower division transfers also send high school transcripts with proof of graduation.
If a school does not issue transcripts in English, SF State needs a word-for-word certified English translation, and it states plainly that it does not accept credential evaluations from third-party companies (international freshmen, international transfers).
That makes the translation the document SF State reads. A word-for-word translation keeps every course, grade and the grading scale as they appear; we never convert grades.
Admitted students then send official final transcripts in a sealed envelope to the Office of Undergraduate Admissions & Recruitment. For secondary records, see high school diploma translation.
Graduate Studies: who may translate, and a second sealed copy
The Division of Graduate Studies accepts English translations from the issuing university, an embassy or consulate, or a certified translator, and asks that they be literal, word for word and mirror the original.
It suggests planning ahead: request duplicate sealed records from your university, one for the translator and one for Graduate Studies.
Unofficial records uploaded to Cal State Apply are enough for the admission decision; admitted students submit final official records sealed by the university, and notarized copies are not considered official.
Graduate applicants have an alternative the undergraduate office does not allow: a course-by-course evaluation from an approved organization (IEE, WES, ECE, SpanTran, FIS or IERF) may be submitted in lieu of country-specific academic documents, uploaded first as unofficial and then sent officially by the agency after admission (admission criteria by country).
Each agency sets its own translation rule; see translation for credential evaluation.

Uploading the translation to SF State
Undergraduates: after applying in Cal State Apply, upload the translation with the original for each item on the To Do List in your Student Center by its deadline (International freshmen).
Graduate applicants: upload the translation with your unofficial records in Cal State Apply; after admission, the official record goes sealed to the Division of Graduate Studies with its English translation (Graduate Studies: required academic documents).
What we do not do
eVerbary is a translation service, not a credential evaluation service: we do not issue evaluations, US equivalencies or GPA conversions, and we cannot send documents on behalf of the school that issued them.
For SF State that means we provide the word-for-word certified translation; a graduate applicant's optional course-by-course evaluation comes from one of the agencies Graduate Studies lists.
How to order
- Scan or photograph every page of the document, front and back, including any stamps on the reverse.
- Upload it, choose the language and "certified", and see the price before paying.
- Receive the PDF, usually within 24 hours for one to three pages, and upload it with the copy of the original wherever the institution asks for it.
Frequently asked questions
What kind of translation does SF State require for undergraduate admission?
A word-for-word certified English translation, if your school does not issue transcripts in English (International freshmen). A certified translation from a professional service such as eVerbary qualifies.
Can I send a WES evaluation instead of a translation as an undergraduate?
No. SF State's undergraduate pages say it does not accept credential evaluations from third-party companies (International freshmen).
Who can translate my records for an SF State graduate program?
The issuing university, an embassy or consulate, or a certified translator, in a literal word-for-word translation (Graduate Studies: required academic documents).
Can graduate applicants use a credential evaluation?
Yes. A course-by-course report from IEE, WES, ECE, SpanTran, FIS or IERF can be submitted in lieu of country-specific documents (Graduate Studies: international admission criteria by country).
I am a permanent resident with a foreign diploma. Does this apply to me?
Yes. SF State's international undergraduate pages cover US citizens, permanent residents and others with transcripts from an international institution (International freshmen).
Will eVerbary convert my grades to a US GPA?
No. The translation reproduces the grades and the grading scale exactly as they appear. A GPA conversion is credential evaluation, which the institution or an evaluation agency does.
