How we know · policy checked on October 27, 2026

Rock Valley College in Rockford accepts transcripts from a high school or college outside the US only after Educational Credential Evaluators (ECE) has evaluated them, and the official ECE evaluation goes to the Records and Registration Office; foreign transfer credit goes through ECE as well.

Rock Valley's evaluation agency, ECE, accepts certified translations from professional services such as eVerbary.

You translate first and send the translation to ECE with your records; the evaluation itself is something we do not produce.

Worth knowing about Rock Valley

One agency: ECE

No other evaluator is named for foreign records.

High school and college

Both need the ECE evaluation before they count.

June 15

Fall deadline for F-1 applicants.

Rock Valley requirements in detail

Translation

No rule of its own; foreign transcripts are accepted only once ECE has evaluated them (International students). The translation is what ECE needs to read records not in English.

Who may translate

Set by ECE: a complete, word-for-word translation in the same format as the original; see below.

Evaluation

Educational Credential Evaluators (ECE), for every high school or college transcript from outside the US; the official evaluation goes to Records and Registration (International students).

Transfer credit

Foreign transfer credit must be evaluated by ECE (transfer students).

US territories

High school transcripts from US territories are accepted if issued in English; otherwise ECE is still required (Transfer students).

Placement

Transcripts cannot be used for course placement; F-1 students take ACCUPLACER on campus or use another approved method (International students).

Deadlines (F-1)

Fall June 15, spring November 15, summer April 15 (International students).

What ECE asks for the translation

Because Rock Valley names only ECE, ECE's rule is the one that applies. ECE asks for an English translation of every document not issued in English, complete, literal and in the same format as the original.

It accepts translations from a professional service and also lets applicants prepare them themselves; for $85 it sells a Translation Waiver, under which ECE translates internally for the report and no translation is delivered to you.

A certified translation from eVerbary is a document you keep and can reuse, for example for a university you transfer to later.

Even transcripts from US territories

Rock Valley's transfer page adds a detail most colleges leave out: high school transcripts from US territories are accepted as they are only when issued in English.

A high school record in another language, even from a US territory, must still go through ECE (Transfer students).

Foreign college credit follows the same route, and Rock Valley applies a maximum of 44 transfer credits, only for courses your degree or certificate requires (Transfer students).

Documents applicants usually translate

  • High school transcripts and diploma
  • College or university transcripts and degree certificates
  • Course descriptions, if Records asks for them for transfer credit
  • Bank letter of financial guarantee, if not in English

What an eVerbary translation includes

  • A complete English translation of every page, stamps, seals and handwritten notes included, laid out like the original so each line can be matched.
  • Grades exactly as recorded, with the grading scale the document prints. We never convert marks to a US GPA.
  • A signed certificate of translation accuracy on letterhead, with our contact details, delivered as a PDF you can upload.
  • $24.95 per page of up to 250 words, certification included; 24 hours for one to three pages as standard. Regular clients who need it can get delivery in as little as 30 minutes, on request.

Uploading the translation to Rock Valley

  • The translation goes to ECE with your records; the official ECE evaluation is submitted to the Records and Registration Office (International students). Contact International Student Services before starting the F-1 steps.

What we do not do

eVerbary is a translation service, not a credential evaluation service: we do not issue evaluations, US equivalencies or GPA conversions, and we cannot send documents on behalf of the school that issued them.

For Rock Valley that means we translate your records; the ECE evaluation is ordered by you from ECE.

How to order

  1. Scan or photograph every page of the document, front and back, including any stamps on the reverse.
  2. Upload it, choose the language and "certified", and see the price before paying.
  3. Receive the PDF, usually within 24 hours for one to three pages, and upload it with the copy of the original wherever the institution asks for it.

Frequently asked questions

Does Rock Valley accept evaluations from WES or other agencies?

Its pages name only Educational Credential Evaluators (ECE), for admission and for transfer credit (International students).

Do I need a translation if ECE evaluates my transcripts?

ECE needs an English translation of documents not in English unless you buy its $85 Translation Waiver (ECE). A professional certified translation is accepted.

My high school was in Puerto Rico and the transcript is in Spanish. What applies?

Transcripts from US territories are accepted only if issued in English; otherwise they go through ECE (Transfer students).

Can my foreign transcript place me into classes?

No. Rock Valley does not use transcripts for placement; take ACCUPLACER or another approved method (International students).

Will eVerbary convert my grades to a US GPA?

No. The translation reproduces the grades and the grading scale exactly as they appear. A GPA conversion is credential evaluation, which the institution or an evaluation agency does.
