How we know · policy checked on October 27, 2026
Heartland Community College in Normal reviews a foreign transcript for transfer credit only after a third-party evaluation, naming ECE and WES as the services most used and accepting other NACES members once the Records Office validates them; the evaluation must reach Records directly from the agency.
Heartland's evaluation agencies, such as WES and ECE, accept certified translations from professional services such as eVerbary.
For F-1 admission Heartland asks for copies of your school records; the evaluation for credit is something we do not produce.

Worth knowing about Heartland
ECE or WES
The two services Heartland says are most used.
Other NACES: ask first
Records validates other agencies before you order.
Straight to Records
The evaluation must come from the agency.
Heartland requirements in detail
Translation
No rule of its own; a foreign transcript is reviewed for credit after a third-party evaluation (Transcripts and foreign transcripts).
Who may translate
Set by the evaluation agency; see below.
Evaluation
For transfer credit: ECE or WES, or another NACES member that the Records Office has validated (Transcripts and foreign transcripts).
Delivery
The evaluation must come directly from the agency to the Records Office to count as official (Transcripts and foreign transcripts).
F-1 admission
Copies of all school records and diplomas, as scans or clear photographs of the complete document (international students).
Deadline (F-1)
May 15, 2027 for fall 2027 (International students).
What ECE and WES ask for the translation
WES wants an exact, word-for-word translation by a professional translator, such as a certified translation agency, and does not accept translations by applicants or translate documents itself.
ECE accepts any complete, literal translation in the same format as the original, including your own, or translates internally for an $85 waiver, in which case no translation is delivered to you.
A certified translation from eVerbary works for either agency and stays with you for later use.
Admission first, credit later
For an F-1 application Heartland reviews copies of your school records and diplomas so it can see you are ready for college work; scans or clear photos of the complete document are enough (International students).
The evaluation matters when you want foreign college courses counted.
If you prefer an agency other than ECE or WES, check with the Records Office first so it can confirm it will accept that agency's report (Transcripts and foreign transcripts).
Records may contact you for more information while it reviews the evaluation and emails you when it is done.
Need a certified translation for Heartland?
$24.95 per page of up to 250 words, certification included, usually within 24 hours for one to three pages. See the price before you pay.
Documents applicants usually translate
- College or university transcripts, for transfer credit
- Secondary school records and diplomas
- Degree certificates
- Certified bank statements, if not in English
What an eVerbary translation includes
- A complete English translation of every page, stamps, seals and handwritten notes included, laid out like the original so each line can be matched.
- Grades exactly as recorded, with the grading scale the document prints. We never convert marks to a US GPA.
- A signed certificate of translation accuracy on letterhead, with our contact details, delivered as a PDF you can upload.
- $24.95 per page of up to 250 words, certification included; 24 hours for one to three pages as standard. Regular clients who need it can get delivery in as little as 30 minutes, on request.
Uploading the translation to Heartland
For credit, the translation goes to ECE or WES with your records, and the agency sends its evaluation directly to the Records Office (Transcripts and foreign transcripts). For F-1 admission, upload copies of your records with the application (International students).
What we do not do
eVerbary is a translation service, not a credential evaluation service: we do not issue evaluations, US equivalencies or GPA conversions, and we cannot send documents on behalf of the school that issued them.
For Heartland that means we translate your records; the ECE, WES or NACES evaluation is ordered by you from the agency.
How to order
- Scan or photograph every page of the document, front and back, including any stamps on the reverse.
- Upload it, choose the language and "certified", and see the price before paying.
- Receive the PDF, usually within 24 hours for one to three pages, and upload it with the copy of the original wherever the institution asks for it.
Frequently asked questions
Does Heartland need an evaluation to admit me?
Its F-1 checklist asks for copies of your school records; the third-party evaluation is for transfer credit review (International students; foreign transcripts).
Can I use an agency other than ECE or WES?
Yes, if it is a NACES member and the Records Office validates it first (Transcripts and foreign transcripts).
Can I send the evaluation myself?
No. It must come directly from the agency to the Records Office (Transcripts and foreign transcripts).
Does WES translate my documents?
No. WES asks for a translation from a professional translator and does not translate (WES).
Will eVerbary convert my grades to a US GPA?
No. The translation reproduces the grades and the grading scale exactly as they appear. A GPA conversion is credential evaluation, which the institution or an evaluation agency does.
