How we know · policy checked on October 27, 2026

Delaware State University publishes no translation rule for admission: international applicants have their transcripts evaluated course by course, with a US GPA, by World Education Services or Educational Credential Evaluators, and the agency sends the report to the Office of Admissions.

Delaware State's evaluation agencies, WES and ECE, accept certified translations from professional services such as eVerbary.

You order the translation first and send it to the agency with your records; the evaluation itself is something we do not provide.

Worth knowing about Delaware State

WES or ECE

The two agencies named for undergraduate admission.

Course by course

With the US equivalency and a US GPA.

90 days

Start at least this long before classes.

Delaware State requirements in detail

Translation

No admission rule of its own; transcripts reach Delaware State through the evaluation, and the translation is what the agency needs first (International students).

Who may translate

Set by the agency: WES wants a professional translator; ECE accepts any complete, word-for-word translation.

Evaluation

Course by course from WES or ECE, giving the US equivalency of your credentials and a US GPA; sealed or sent electronically by the agency (International students).

English-language transcripts

Admissions may still ask for a WES or other agency evaluation when the equivalency is unclear (International students).

Where things go

Test scores to admissionsdocs@desu.edu; the I-20 application, financial statement and affidavit of support to the Office of International Affairs (International students).

Timing

Begin no later than 90 days before the semester starts; later applications may take longer (International students).

Graduate

WES, ECE or Global Credential Evaluators, course by course, sent to gradstudieswilm@desu.edu at least 60 days before enrollment (graduate admissions).

What WES, ECE and GCE ask for the translation

WES asks for an exact, word-for-word translation by a professional translator, such as a certified translation service, and does not accept translations made by applicants.

ECE accepts complete, word-for-word translations in the format of the original, including your own, and sells an $85 translation waiver under which it translates internally for the report.

Graduate applicants who choose Global Credential Evaluators should know that it accepts outside translations only from ATA-certified translators; eVerbary can assign one on request through a free quote.

Transfer credit and the translated-transcript waiver

For courses taken at a non-English-speaking institution outside the US, the academic regulations ask for an evaluation by WES, ECE or AACRAO, sent sealed by the agency to the Office of Records and Registration.

A WES evaluation is not required when the transcript is translated into English, carries an official seal, and the courses have been approved by your advisor, chair or dean on the signed Approval to Transfer Credits Form (academic regulations).

Courses completed more than ten years earlier are treated separately in the same rules.

The regulations do not say who must make that English translation; ask your department before relying on the waiver instead of an evaluation.

Where Delaware State's pages differ

The graduate admissions page first lists WES, ECE or GCE and later says WES or ECE evaluated transcripts are due 60 days before enrollment (graduate admissions); the transfer-credit rules list WES, ECE or AACRAO (academic regulations).

If you plan to use GCE or AACRAO, confirm it with the office that will read the report.

Need a certified translation for Delaware State?

$24.95 per page of up to 250 words, certification included, usually within 24 hours for one to three pages. See the price before you pay.

Documents applicants usually translate

  • Secondary school transcripts and diploma
  • University transcripts and degree certificates
  • Grading scale printed with the transcripts
  • Bank statements for the financial statement, if not in English

What an eVerbary translation includes

  • A complete English translation of every page, stamps, seals and handwritten notes included, laid out like the original so each line can be matched.
  • Grades exactly as recorded, with the grading scale the document prints. We never convert marks to a US GPA.
  • A signed certificate of translation accuracy on letterhead, with our contact details, delivered as a PDF you can upload.
  • $24.95 per page of up to 250 words, certification included; 24 hours for one to three pages as standard. Regular clients who need it can get delivery in as little as 30 minutes, on request.

Uploading the translation to Delaware State

  • The translation goes to WES or ECE with your records; the agency sends the sealed or electronic course-by-course report to the Office of Admissions (International students). Graduate reports go to gradstudieswilm@desu.edu (Graduate admissions).

  • On request we can also email the translation directly to the admissions office.

If you need a translator certified by ATA

Some offices accept only a translator who is personally certified by the American Translators Association (ATA). eVerbary assigns one on request, for the languages ATA certifies into English:

$34.95 per page

Spanish, Portuguese, French, German, Italian, Chinese, Arabic, Russian and Ukrainian

$44.95 per page

Japanese, Korean, Polish, Dutch, Swedish, Croatian, Danish and Persian

To order it, ask for a free quote and write in the notes that the translation is for Delaware State, which program it is for, and that you need a translator individually certified by ATA, plus anything else the office asks for (notarization, delivery by email to the office).

We confirm the price and the translator before you pay. ATA does not certify other languages into English, so no translator anywhere holds ATA certification for them.

For those languages we provide a notarized certified translation instead, at $44.95 per page plus notarization ($34.90 per order); ask the office to confirm it accepts that, and write its answer in the quote notes.

What we do not do

eVerbary is a translation service, not a credential evaluation service: we do not issue evaluations, US equivalencies or GPA conversions, and we cannot send documents on behalf of the school that issued them.

For Delaware State that means we translate your records for the agency; the course-by-course evaluation is ordered by you from WES or ECE after the translation.

How to order

  1. Scan or photograph every page of the document, front and back, including any stamps on the reverse.
  2. Upload it, choose the language and "certified", and see the price before paying.
  3. Receive the PDF, usually within 24 hours for one to three pages, and upload it with the copy of the original wherever the institution asks for it.

Frequently asked questions

Does Delaware State require a certified translation?

Its admission page asks for an evaluation by WES or ECE rather than a translation (International students); the agency asks for the translation. WES wants one from a professional translator (WES).

What kind of evaluation does Delaware State want?

Course by course, with the US equivalency of your credentials and a US GPA, sealed or sent electronically by the agency (International students).

Can I skip the evaluation for transfer credit?

Possibly: the regulations waive the WES evaluation for transcripts translated into English, with an official seal, and courses approved on the Approval to Transfer Credits Form (Academic regulations).

When should graduate applicants send the evaluation?

At least 60 days before enrollment, showing completion of the bachelor's degree (Graduate admissions).

Can eVerbary provide an ATA-certified translator for Delaware State?

Yes, on request, for example if a graduate applicant uses GCE. Ask for a free quote and note that the translation is for an evaluation for Delaware State University and needs a translator individually certified by ATA. ATA certifies Spanish, Portuguese, French, German, Italian, Chinese, Arabic, Russian and Ukrainian ($34.95 per page) and Japanese, Korean, Polish, Dutch, Swedish, Croatian, Danish and Persian ($44.95 per page) into English; no other languages.

Will eVerbary convert my grades to a US GPA?

No. The translation reproduces the grades and the grading scale exactly as they appear. A GPA conversion is credential evaluation, which the institution or an evaluation agency does.
