How we know · policy checked on October 26, 2026
Cal State East Bay asks international applicants for an unofficial English translation of records not in English when they apply and, after an offer of admission, an official certified English translation, complete and literal.
For the official one it prefers the issuing university's registrar and, when the school or a government agency cannot translate, accepts a sealed copy from a translation service sent directly to the university.
Cal State East Bay accepts certified translations from professional services such as eVerbary, under that condition for the official copy.
Cal State East Bay at a glance
Does it accept eVerbary? Yes
Cal State East Bay accepts "a sealed copy from a translation service delivered directly" to the university as an official translation when the issuing institution or a government agency cannot translate, and names ATA among the organizations such agencies may belong to (translation requirements); eVerbary is an ATA corporate member (#273062).
At the application stage an unofficial English translation is enough. Policy checked on October 26, 2026.

Worth knowing about Cal State East Bay
Two stages
Unofficial translation to apply, certified one after admission.
School first
A translation service when the school cannot translate.
Sent directly
The official translation must come from the translator.
Cal State East Bay requirements in detail
Translation to apply
An unofficial English translation of any transcript not in English, uploaded with your documents (Submitting your official documents).
Translation after admission
An official certified English translation: complete, literal, with degree and diploma names as known in the country, and no grade conversions (Submitting your official documents).
Who may translate
Preferably the issuing university's authorized official (Registrar, Rector, Recorder); otherwise a translation service, in a sealed copy delivered directly to CSUEB. ATA and NAJIT are named (Submitting your official documents).
Evaluation
Not required in general; a WES course-by-course report sent directly is equivalent to official documents, and third-party evaluations can serve as the English translation (guidelines, Submitting your official documents).
Official records
Sealed envelopes from the issuer, or electronic records sent by the registrar or examinations office to IAOoffdocuments@csueastbay.edu; notarized copies are not official (Submitting your official documents).
Country rules
India: attested mark sheets and degree certificates; three-year bachelor's degrees need a WES course-by-course evaluation. China: English and Chinese versions of transcripts and certificates (Document submission guidelines).
Deadlines (fall)
Freshmen and transfers apply by May 31 with documents by June 15; graduate programs May 1 or earlier, some as early as December 15 (International application and document deadlines).
Unofficial first, official after the offer
Cal State East Bay splits the translation into two steps.
When you apply, records from outside the US that are not in English need an unofficial English translation, uploaded through the document form you receive by email after the Cal State Apply application; only international transcripts and test scores are accepted as unofficial at that point (official documents, guidelines).
If you are admitted, an official certified English translation is required.
The official translation must be complete and literal, keep the names of all degrees, diplomas and certificates as they are known in the country of origin, and must not convert grades to the US scale (Submitting your official documents).
Translating to that standard from the start means the same translation can be sent officially later, instead of paying twice.
Where Cal State East Bay's pages differ
The translation requirements say the official translation is prepared by the issuing university's authorized official, such as the Registrar, Rector or Recorder; if that or a translation by a government agency cannot be obtained, a sealed copy from a translation service delivered directly to Cal State East Bay is accepted, at the applicant's cost, and ATA and NAJIT are named as organizations acceptable agencies may belong to.
The document submission guidelines simply say certified English translations must be sent directly by the translation service, without the school-first condition.
Either way, the official copy has to reach the International Admissions Office from the translator, not from you. eVerbary can mail the translation to the International Admissions Office in a sealed, signed envelope: choose the hard copy at checkout with the office's address ($19.95 Priority or $37.95 Express in the US) and write in the order notes that it is for Cal State East Bay. We can also email it to the admissions office on request.
Evaluations, India and China
Cal State East Bay accepts a third-party evaluation for the purpose of English translation, and a course-by-course WES evaluation sent directly to the university counts as an official document (Submitting your official documents, Document submission guidelines).
For applicants from India it is required when the bachelor's degree took three years: all six semesters, an attested degree certificate and a WES course-by-course report sent electronically to IAOoffdocuments@csueastbay.edu.
Applicants from China submit English and Chinese versions of transcripts, graduation and degree certificates, and a Certificate of Completion is not treated as a bachelor's degree (Document submission guidelines).

Uploading the translation to Cal State East Bay
To apply, upload the unofficial translation with the original through the document collection form linked in the email from International Admissions; PDF, PNG or JPEG, one file per institution, in chronological order (Document submission guidelines).
After admission, the official translation goes directly from the translation service to the International Admissions Office, 25800 Carlos Bee Blvd., SF102, Hayward, CA 94542, or by email from the sender to IAOoffdocuments@csueastbay.edu (Document submission guidelines, Submitting your official documents).
What we do not do
eVerbary is a translation service, not a credential evaluation service: we do not issue evaluations, US equivalencies or GPA conversions, and we cannot send documents on behalf of the school that issued them.
For Cal State East Bay that means we provide the certified translation and can send it directly; the WES evaluation that three-year Indian degrees need, and the sealed records from your school, come from WES and your institution.
How to order
- Scan or photograph every page of the document, front and back, including any stamps on the reverse.
- Upload it, choose the language and "certified", and see the price before paying.
- Receive the PDF, usually within 24 hours for one to three pages, and upload it with the copy of the original wherever the institution asks for it.

Yes. We can mail it in a sealed, signed envelope to the International Admissions Office, or email it to the office on request.
